The resolution adopted by the councillors concerning the rules for granting and settling city grants for the conservation, restoration or construction work carried out on historic monuments applies to buildings located within the city. Another requirement is that the building be listed in the register of historic monuments. The building must be in poor technical condition or have significant historical, artistic or scientific value for the city of Bolesławiec.

Anyone who owns or possesses a historic building may obtain a grant. One section of the City Council resolution contains a list of works for which a grant may be awarded. However, the cost estimate for carrying them out must be approved by the provincial conservator of historic monuments.

A grant may amount to up to 35% of the expenditure necessary to carry out conservation work. In special cases, the grant may cover as much as 100% of the expenses. This concerns buildings of exceptional value to the city and those whose rescue requires renovation to begin without delay.

An application for a grant must be submitted to the mayor by the end of February each year. In 2005, applications may be submitted until 1 August. These deadlines may be waived if work on the historic monument is of an emergency nature resulting from a threat to it. Applications must be submitted on forms specified by the City Council resolution. It also contains a list of the attachments that should accompany the application. The City Council decides whether to award the grant.

The resolution adopted by the councillors complies with the Act on the Protection and Care of Historic Monuments. Article 81 of the Act states that grants for conservation, restoration and construction work on historic monuments may be awarded by municipal governments and counties. The rules for granting them are to be established by the municipal authorities adopting a resolution on the matter.
