The paid parking zone in Bolesławiec covers Piłsudskiego Square. The square has been classified as a municipal road in Bolesławiec. The amended provisions of the Public Roads Act stipulate that users of public roads are required to pay fees for parking motor vehicles on public roads within a paid parking zone. A paid parking zone is established in areas characterized by a significant shortage of parking spaces, where this is justified by traffic-management needs, in order to increase the turnover of parked motor vehicles or implement transport policy, in particular to limit access to the area for motor vehicles or give preference to public transport.
It was assumed that the rates should reflect a progressive increase in the fee during the first three hours of parking, with the increase not exceeding a 20% rise in the fee for each successive hour compared with the rate for the preceding hour, while the fee for the fourth and each subsequent hour may not exceed the fee for the first hour of parking.
During the 30th session, councillors adopted, among other provisions, a resolution stipulating that fees for parking motor vehicles in the paid parking zone would be collected at the following rates:
- during the first hour of parking, at a rate of PLN 1.00 per hour of parking, with the fee differentiated according to parking time:
- for the first commenced 30 minutes, PLN 0.50,
- for the second commenced 30 minutes, PLN 0.50,
- during the second hour of parking, at a rate of PLN 1.20 per hour of parking,
- during the third hour of parking, at a rate of PLN 1.40 per hour of parking,
- during the fourth and each subsequent hour of parking, 1.00 PLN per hour of parking.
The parking spaces are unguarded. In the paid parking zone for motor vehicles, parking fees are collected on business days—from Monday to Friday—from 8:00 a.m. to 4:00 p.m..
A zero fee is set in the paid parking zone for:
- people with disabilities driving vehicles who hold a valid parking card issued by the competent authority, exclusively when parking in spaces specially designated and intended for these people,
- emergency-service vehicles while responding to an incident.
People holding a “parking card” for people with disabilities are required, immediately after the vehicle enters the paid parking zone, to place the card in a visible position behind the vehicle’s windshield, in a manner that allows it to be identified and inspected.
Failure to display the parking card or the parking-meter printout inside the vehicle behind the windshield, or displaying it in a way that prevents it from being read from outside, will be treated as non-payment of the parking fee.
The new parking rates will apply from January 1, 2013.
