We have already reported on this project in Istotne.pl. The new road will connect national road No. 94 with county road No. 2292D and is intended to serve as the so-called Small Bypass, connecting localities in Bolesławiec municipality and improving transport in this part of the municipality.

According to the reader’s observations, the road is almost ready, but in his view part of the route is still missing the asphalt wearing course. An entry ban is still in force on the road from the Łaziska side.

At present, no construction machinery or ongoing work can be seen on site. At the same time, the road is not finished and has still not been officially opened to traffic. The reader also pointed out that, according to his observations, the hardened surface is being used by farmers as access to their fields.

Reader:

(...) In the private sector, if you invest some money in a project—whether your own or borrowed—you want to get the project up and running as quickly as possible, because you expect to generate revenue from the investment as soon as possible and thus earn income from the funds invested.

Unfortunately, the public sector does not think this way. A road is being built which, in my opinion, has been almost finished for about two months, and a few days after the work was completed, an entry ban was put up in addition to the road signs (in my opinion, only two-thirds of the road is still missing the asphalt wearing course; everything else is ready—the wearing course could, I think, be laid in no more than one or two days).

So in Łaziska—or, more precisely, in Łaziska municipality—we have had a road for two months which was closed to entry immediately after it was built. Obviously, the road will not generate revenue and income as described above in the case of a private-sector investment, but it seems to me that it should be viewed in terms of making the investment available to citizens as quickly as possible, since they contributed to it through their taxes—taking a practical, household-manager’s approach to the matter (...).

When will the road be opened for use?

The tender documentation states that the project completion deadline is 31 December 2026. The task is also included in the municipality’s documents as a project to be carried out in 2020–2026.

However, the completion date for the entire project does not necessarily mean that the road will be made available to drivers only at the end of the year. The actual opening date also depends on the required technical and formal conditions being met.

In connection with the reader’s observations and comments, we contacted the Bolesławiec Municipality Office to ask for clarification regarding the project’s current stage, whether any work remains to be completed and when the road is planned to be officially opened to drivers.

The municipality answers questions about the new road

Here are the answers to the questions we asked the municipality:

Editorial office: What stage of implementation is the project currently at?

Municipality: The project is being implemented in accordance with the concluded construction works contract. As a project in progress, the entire area covered by the works and by the building permit is currently a construction site.

Have all the major construction works already been completed? If not, what work remains to be finished?

The main elements of the project have already been completed. The remaining work involves finishing the laying of the wearing course of the bituminous surface, as well as finishing and clean-up work.

Why has the road not yet been opened to traffic?

The contractual deadline for completing the task is 31 December 2026, and the project is currently being implemented.

Is the inability to use the road due to the need for additional work, technical acceptance, administrative procedures or other reasons?

No—the task is currently being implemented. The contractual deadline for completing the task is 31 December 2026, and as of today Bolesławiec municipality has no information indicating a risk that the completion deadline for this investment project will not be met.

What is the expected completion date for the project and the official opening of the road to drivers?

As of today, no such date is known, and the contractor is not exceeding the contractual completion deadline.

Does the municipality plan to open the road to traffic before the completion deadline specified in the documentation, namely 31 December 2026?

As of today, Bolesławiec municipality is unable to answer this question. Once the work has been completed and the contractor has submitted a completion notice, a final acceptance of the task will be carried out and the road will be handed over for public use.
