We have already written about the matter in May this year. A wrecked passenger car stands on Kilińskiego Street, near allotment gardens and a path leading to the Dino store. According to residents’ accounts, the vehicle had become a shelter for people without a roof over their heads.

The informant drew attention to the nuisances associated with the encampment. The reported problems include an unpleasant smell, pollution of the area (relieving oneself), concerns about rats appearing, as well as gatherings of people drinking alcohol, shouting, swearing and quarrels. According to earlier accounts, the problem had already been continuing for a long time.

We have now received another report and a photograph:

Why is there no one in this city strong enough to remove this encampment from the middle of the housing estate?

What kind of example is this for younger generations?

Residents expect the problem to be resolved. Residential buildings, green areas and a pedestrian path used by children and people doing their shopping are located nearby.

What can the services do?

In such situations, both maintaining order and ensuring residents’ safety, as well as attempting to help people experiencing homelessness, are important. The municipal police and the police can check the situation on site and respond to any offences. If there are problems with pollution of the area or a suspected sanitary hazard, the relevant municipal and sanitary services may also handle the matter.

Simply being without a roof over one’s head does not mean, however, that an adult can be forcibly taken to a shelter. At the same time, refusing assistance does not exempt anyone from the obligation to obey the law, nor does it rule out intervention in cases of disturbing the peace or creating a danger. Residents should report the problem directly to the services.

The matter has once again entered the public discussion בעקבות a signal from a resident. The question remains whether, and what, action will be taken to resolve the problem reported by people living in this part of Bolesławiec.
