At the September meeting of the Bolesławiec County Council, councillors will once again address the proposed merger of the Independent Public Healthcare Institution Kunice Health Centre with the Multispecialist Healthcare Complex “Bolesławiec–Zgorzelec”.

The document states that WZOZ “Bolesławiec–Zgorzelec” is to be the acquiring entity, while the Kunice Health Centre is to be the acquired entity.

The draft resolution states:

Consent is hereby granted for the merger of the Multispecialist Healthcare Complex “Bolesławiec – Zgorzelec” – an independent public healthcare institution based in Wrocław, hereinafter referred to as the Acquirer, with the Independent Public Healthcare Institution Kunice Health Centre, hereinafter referred to as the Acquired Entity.

Why is a new resolution needed?

The merger of the two entities had already been considered by the Bolesławiec County Council. The current draft resolution recalls that on 19 March 2026 the council approved the merger of the Healthcare Complex in Bolesławiec and the SPZOZ Kunice Health Centre.

However, the legal status of one of the entities has changed.

As explained in the statement of reasons, the Healthcare Complex in Bolesławiec was merged with the Multispecialist Hospital – Independent Public Healthcare Complex in Zgorzelec.

As a result of this merger, a new entity was established: the Multispecialist Healthcare Complex “Bolesławiec–Zgorzelec” – an independent public healthcare institution based in Wrocław.

The statement of reasons reads:

As a result of the merger, the Healthcare Complex in Bolesławiec ceased to operate as a separate independent public healthcare institution.

This change is the reason why the council is to reconsider the matter of the Kunice Health Centre.

“The above-mentioned change makes it necessary for the Bolesławiec County Council to once again approve the merger, taking into account the current acquiring entity, i.e. the Multispecialist Healthcare Complex »Bolesławiec – Zgorzelec« – an independent public healthcare institution based in Wrocław,” the document states.

What is to change?

The assets of the Kunice centre are to be transferred to WZOZ “Bolesławiec–Zgorzelec”.

Moreover, the merger is to take place without conducting liquidation proceedings for the Kunice Health Centre.

According to the authors of the draft, the primary aim is to preserve the existing healthcare services and increase their availability. The document states that the merger is intended to “ensure the continued provision of the existing range of healthcare services, expand access to medical services, improve the conditions in which they are provided, and achieve higher quality of the services delivered”.

County councillors will decide on the matter soon.

No impact on the County’s budget

The section concerning financial consequences states unambiguously:

Adopting the resolution will have no financial impact on the County’s budget.
