Krzysztof Błażejczyk’s name appeared in a major investigative report by Wirtualna Polska concerning millions of zlotys in aid for entrepreneurs following the September 2024 flood. For Bolesławiec residents, an additional thread is relevant: Błażejczyk is the sole authorized representative of Telewizja Lokalna „Azart-Sat”, which operates Telewizja Bolesławiec.

Azart-Sat is currently wholly owned by MEDASK. This is a company that we have written about repeatedly on istotne.pl in connection with its links to doctors and employees of St. Łukasz Hospital in Bolesławiec. Registry data show that MEDASK acquired 100 percent of the shares in Telewizja Bolesławiec in 2026. Krzysztof Błażejczyk remains Azart-Sat’s sole authorized representative.

Over PLN 1.12 million for Dami

Wirtualna Polska described the case of Agencja Reklamy i Promocji „Dami” from Jelenia Góra. Krzysztof Błażejczyk owns the company. On the official TV Dami website, he is identified as the station’s president and editor-in-chief.

According to WP’s findings, Dami received two loans from Karkonoska Agencja Rozwoju Regionalnego related to the consequences of the flood: PLN 123,000 on July 8, 2025, and PLN 1 million on March 18, 2026. Together, this amounts to over PLN 1.12 million. The first loan came from a ministerial program, while the second came from a Bank Gospodarstwa Krajowego fund.

Wirtualna Polska noted that Dami had cooperated with the Lower Silesian regional government for many years, including in the production and broadcasting of television materials. At the same time, Karkonoska Agencja Rozwoju Regionalnego, which granted the aid, is almost entirely owned by the regional government.

WP: no confirmation of flooding in fire service and satellite data

The aid for Dami was reportedly related to damage at the television station’s former headquarters at 4 Kilińskiego Street in Jelenia Góra.

According to Wirtualna Polska’s findings, the State Fire Service recorded no report of flooding or inundation at that address. WP also analyzed satellite data from the Copernicus system. In addition, the Space Research Centre of the Polish Academy of Sciences, based on imagery from ICEYE, was reportedly to have confirmed that its analysis of the indicated location found no floodwater.

Dami presents a different version of events. The company told WP that the absence of a fire service intervention does not mean there was no damage. According to the company, the level of floodwater, groundwater and water from heavy rainfall inside the building reportedly reached approximately one meter.

WP journalists asked Dami for photographs or recordings showing the flooding of the headquarters. As they wrote, they did not receive such materials from the company.

Wody Polskie, meanwhile, was unable to confirm whether the building at 4 Kilińskiego Street had actually been flooded. The institution noted that any damage could also have had other causes, such as a rise in the groundwater level.

BGK does not have a copy of the impartiality declaration

Wirtualna Polska disclosed another element of the case. The rules of the program financed by BGK required people assessing applications to submit declarations of impartiality.

In the case of the million-zloty loan for Dami, Bank Gospodarstwa Krajowego told journalists that it does not even have a copy of the required impartiality declaration.

This is also significant because, according to WP’s findings, Krzysztof Błażejczyk lives in the same locality as KARR Vice-President Anna Konieczyńska. After the report was published, Civic Coalition announced that Konieczyńska had been suspended from the party. The matter is also to be handled by the party’s disciplinary court.

Dami says the premises at Kilińskiego Street were indeed flooded

Dami firmly rejects Wirtualna Polska’s suggestions that the reported flood damage may have been unreliable. The company says that the premises at Kilińskiego Street were indeed flooded and that the losses were assessed by two independent appraisers who are court experts. It also accuses the WP journalist of not viewing the flooded premises despite invitations, not allowing statements to be authorized and—in the company’s view—trying to build a narrative by suggesting links between people described in the article.

CBA audits the program

The matter did not end with the press report. The Central Anticorruption Bureau is conducting an audit concerning compliance with procedures for making and implementing decisions related to support for entrepreneurs affected by the flood. The CBA is analyzing documents concerning the program run by KARR.

The Ministry of Development and Technology has also begun its own inspections and asked municipalities for information about certificates of damage that were issued. Deputy Minister Michał Jaros has announced that, if irregularities are uncovered, the materials may be forwarded to law enforcement authorities.

At this stage, therefore, the matter concerns an audit and verification of whether the funds were awarded properly. The fact that the program is subject to CBA activities does not in itself mean that a crime or the guilt of any beneficiary has been established.

The Bolesławiec connection: Azart-Sat and MEDASK

Krzysztof Błażejczyk also has a direct connection to Bolesławiec’s local media market.

Registry data show that since January 2021 he has been the sole authorized representative of Telewizja Lokalna „Azart-Sat” sp. z o.o. in Bolesławiec. He had previously also served as the company’s president for many years. Azart-Sat operates Telewizja Bolesławiec. In 2026, all shares in the company were acquired by MEDASK sp. z o.o.

MEDASK is well known to istotne.pl readers. Its shareholders include people professionally associated with St. Łukasz Hospital in Bolesławiec: doctors, the hospital’s chief accountant, a legal counsel, people holding managerial positions and people associated with the „Wspierajmy Zdrowie” Foundation.
