The Katowice-Wschód District Court decided to remand three entrepreneurs detained in an investigation into post-flood loans granted by the Karkonosze Regional Development Agency. Among those remanded was the former long-time head of Telewizja Bolesławiec, now associated with Telewizja Dami in Jelenia Góra. According to information confirmed by the president of the Katowice court, he was placed in three-month pre-trial detention.

The case is being handled by the European Public Prosecutor’s Office (EPPO) in Katowice. On 26 August, six people were detained in total. According to the EPPO, representatives of three companies submitted applications for support between December 2024 and November 2025, presenting documents purportedly confirming losses caused by the September flood. Investigators suspect, however, that the flood did not reach the premises of the companies named in the applications. Nevertheless, KARR paid the entrepreneurs at least PLN 4.5 million in loans from national and EU funds.

He ran the Telewizja Bolesławiec company for years

The detained entrepreneur was connected with Bolesławiec’s media market for many years. He served as president of the management board during several periods: in 2002, then from the end of 2002 to 2008, and again from February 2016 to January 2021.

After leaving the position of president, he did not sever his ties with the Bolesławiec television station. From 19 January 2021, he was its sole commercial proxy. He was removed from the National Court Register only on 31 August 2026, several days after his detention.

The detained man is also a member of the management board of Agencja Reklamy i Promocji “Dami”, which operates Telewizja Dami in Jelenia Góra. It was this company that received two post-flood loans from KARR, totalling more than PLN 1.14 million. In August, before his detention, its head publicly assured that the company had indeed suffered damage during the flood and possessed complete documentation and valuations prepared by experts. He also stressed that the money from KARR consisted of loans, not non-refundable grants.

He spoke with the hospital director and maintained contact with Bolesławiec’s mayor for years

As recently as about a year ago, the former head of Telewizja Bolesławiec held discussions with Kamil Barczyk, director of St. Luke’s Hospital in Bolesławiec. This now has additional local significance because Telewizja Bolesławiec currently belongs to MEDASK. Its partners are primarily doctors and people professionally connected with the Bolesławiec hospital.

For many years, the former president also maintained professional contacts with Bolesławiec Mayor Piotr Roman. Telewizja Bolesławiec has long prepared reports featuring city authorities, while the local government commissioned the station to produce and broadcast programmes.

The new head of Telewizja Bolesławiec

Since 25 June, the new head of the Bolesławiec television station has been Marta Króliczek, who is associated with Michał Jaworski, a producer of programmes for TVP Wrocław and Telewizja Bolesławiec. KRS data show that a change was made to the management board on 25 June 2026, and Marta Króliczek was registered as president of the management board of Telewizja Lokalna “Azart-Sat”.

MEDASK currently owns all shares in Telewizja Bolesławiec. The company first acquired a majority stake and then became the sole shareholder of the local station.

The EPPO investigation is at an early stage. The mere fact that charges have been brought and pre-trial detention imposed does not determine guilt. Under the presumption of innocence, all persons involved in the proceedings must be considered innocent until the case has been finally decided by a court.
