At Bolesławiec City Hall, work is underway on a new, coherent vision for the development of municipal education. Its aim is to create School-and-Preschool Complexes which—as planned—will begin operating in a new formula on September 1, 2026 (children will remain in their current locations).
Under the applicable regulations, the governing body may combine a primary school with preschools located within that school’s catchment area.
Planned school-and-preschool complexes:

• Municipal Public Preschool No. 1 – located within the catchment area of Primary School No. 1
(distance between the institutions: 250 m)
🔹 School-and-Preschool Complex No. 2
• Municipal Public Preschool No. 4 – within the catchment area of Primary School No. 2 (550 m)
• Municipal Public Preschool No. 6 – within the catchment area of Primary School No. 2 (230 m)
🔹 School-and-Preschool Complex No. 3
• Municipal Public Preschool No. 3, 22 Narcyzów Street – within the catchment area of Primary School No. 3 (1000 m)
• Municipal Public Preschool No. 3, 42a Dolne Młyny Street – within the catchment area of Primary School No. 3 (1400 m)
🔹 School-and-Preschool Complex No. 4
• Municipal Public Preschool No. 2 – within the catchment area of Primary School No. 4
(distance to the facility at 12 M. Brody Street – 150 m)
• Municipal Public Preschool No. 5 – within the catchment area of Primary School No. 4
(distance to the facility on Bielska Street – 300 m)
At the same time, Municipal Public Preschool No. 7 with integration classes will remain a separate institution.
Primary School No. 5 will also remain a separate institution.
Why is this change needed?
The creation of school-and-preschool complexes is a response to the city’s real and dynamically changing demographic, social and economic conditions. In recent years, a clear decline in the number of births has been observed, directly translating into a decreasing number of preschool- and school-age children. This naturally creates the need to shape the network of educational institutions rationally, so that both the potential of teaching staff and municipal infrastructure can be used responsibly and effectively.
An additional factor is the considerable availability of places in non-public preschools, which also carry out educational tasks in this area. In this situation, it becomes particularly important to build the offer of public schools and preschools in a way that corresponds to residents’ actual needs, while ensuring the rational management of public funds.
From an organizational perspective, school-and-preschool complexes will enable more flexible staff management, better protection of teaching positions as well as administrative and support staff positions, and the joint and efficient use of facilities.
In the longer term, this solution will also help reduce the costs of maintaining educational infrastructure and improve the efficiency of public spending.
What do trade unions and the institutions themselves think?
In February, the process of reviewing the concept by the ZNP and NSZZ Solidarność trade unions (positive opinions) and by the pedagogical councils of schools and preschools for which the governing body is the Bolesławiec Municipality was completed. Eight pedagogical councils gave positive opinions on the creation of the complexes, while two gave negative opinions (Primary School No. 2 and Municipal Public Preschool No. 5).
The next stage will be to request a positive opinion from the Lower Silesian Board of Education and to adopt the relevant resolutions by the Bolesławiec City Council.
