The deputy chairman of the VeTo Association does not conceal his involvement in local politics.
– Given that I have been quite heavily involved in politics in recent years, specifically local politics, which resulted in the current mayor of Nowogrodziec being elected to the position she holds, I will answer the question of what this feud between the councillors and the mayor is about. First of all, it comes down to purely human matters, namely character. One person accepts criticism and wants to establish cooperation, another does not. This is certainly one of the main factors – says Leszek Socha.
Leszek Socha has clear views on how the conflict between the Council and the mayor in Nowogrodziec could be brought to an end, as well as how to put local government in order.
– Other changes are needed – Socha explains. – Multi-member executive boards should be restored, and the council should elect the mayor. Then the mayor will have to cooperate with it, because they will depend on it; as things stand, the mayor simply disregards the council and does not have to talk to it at all. Please read the act. If councillors want something from the mayor, the mayor says: then give me the money for it. So what is the mayor for? Order must be restored as quickly as possible. The system that existed just after 1989 should be brought back: the commune head, mayor or city president was elected by the Council, and then society had a direct influence on the work of its local-government leader.
Socha also calls for communes to withdraw from commercial-law companies managing municipal property and for the repeal of the Public Procurement Act, which, according to Socha, is beyond social control.
– We have the Civil Code – Socha argues. – It is enough to strengthen the ordinary courts, and that will suffice. We must also withdraw as quickly as possible from these sinecure commercial-law companies operating on municipal property, because they are a cancer eating away at local governments – Socha concludes.
We encourage discussion, especially since our readers have knowledge of local-government management and their own valuable thoughts.
