One of the items on the agenda of the July session of the Bolesławiec City Council was a vote on a draft resolution concerning the selection of a method for determining the fee for managing municipal waste and setting its rates within the Municipality of Bolesławiec. The Council adopted the resolution unanimously:

The document states, among other things:

§ 1. The method for determining the fee for managing municipal waste is selected for properties inhabited by residents, consisting of the number of residents living on a given property multiplied by the rate specified in § 2(1).

§ 2. 1. The fee for managing municipal waste for the property referred to in § 1 is set at PLN 35.00 (emphasis – istotne.pl) per person residing on the property.

2. An increased fee for managing municipal waste referred to in § 2(1) is set at PLN 140.00 per person residing on the property if the owner of the property referred to in § 1 fails to fulfil the obligation to collect municipal waste selectively (...).

§ 7. The resolution enters into force on 1 October 2024.

The justification also stated:

(…) from the fees collected, the municipality covers the costs of operating the municipal waste management system, including the costs of collecting, transporting, recovering and disposing of municipal waste; creating and maintaining selective municipal waste collection points; the administrative operation of the system; and environmental education concerning the proper handling of municipal waste. From the fees collected, the municipality also covers the costs of equipping properties with municipal waste containers; maintaining the containers in an appropriate sanitary, orderly and technical condition; removing municipal waste from places not intended for its disposal and storage; disposing of all types of municipal waste; accepting waste at selective municipal waste collection points; and ensuring that such waste is accepted.

The need to increase the municipal waste management fee per resident results from the increase in waste disposal charges, the higher cost of managing individual waste fractions, the increase in the minimum wage, and rising fuel and energy prices. In order to ensure the proper operation of the waste management system and the performance of the municipality’s duties under the Act on Maintaining Cleanliness and Order in Municipalities, and taking the above into account, the amount of the municipal waste management fee was recalculated.

Adjusting the rates to reflect actual costs is justified.
