What happens if the owner does not come forward?

Pursuant to Article 187 of the Civil Code, a found item that is not collected by the entitled person within one year from the date they are served with a request to collect it, or, if it is impossible to issue such a request, within two years from the date it was found, becomes the property of the finder, provided that the finder has fulfilled their obligations. However, if the item was handed over to the county governor, the finder becomes its owner if they collect the item within the period set by the county governor. If the finder fails to collect the item within the specified period, ownership passes to the county. Upon the finder or the county acquiring ownership of the item, any limited rights in rem encumbering it expire.
