The plan is as follows: shelters and places of refuge are to be established in the City of Ceramics—facilities that could potentially be considered for the temporary accommodation of people during a crisis. As Piotr Roman, the mayor of Bolesławiec, emphasizes, the Urban Municipality has been dealing with this matter since 2022. At that time, on the mayor’s initiative, a three-person team consisting of retired municipal officials and a military officer was formed. After analyzing approximately 1,000 sites, the group selected more than 130 locations and three garages.

The next stage will involve selecting sites for the construction of shelters. Piotr Roman has discussed the matter both with the commander of the 23rd Silesian Artillery Regiment and with the county commander of the State Fire Service in Bolesławiec. The mayor does not hide the fact that he is also counting on the Ministry of National Defence implementing the shelter construction program announced by Deputy Prime Minister Władysław Kosiniak-Kamysz.

The mayor: – We want to be prepared and want to obtain funding for this purpose; if we do not obtain it, we will carry this out using our own resources.

Data indicate that Poland’s current infrastructure would ensure the safety of just 4 percent of the population in the event of war.
