The agenda included information on public order and safety in 2023 from the County Commander of the State Fire Service, the County Police Commander and the District Prosecutor, as well as a report on the activities of the Municipal Police. The councillors reviewed the operation of the hospitals: St. Łukasz Hospital and the Voivodeship Hospital for the Nervously and Mentally Ill, in light of the contracts concluded. The agenda also included a report on the implementation of the tasks of the “Family Support Programme in the Bolesławiec Urban Municipality for 2021–2023” in 2023.

The council adopted a resolution on commencing the preparation of the general plan for the city of Bolesławiec. The resolution was prompted by the fact that, on July 7, 2023, the Sejm of the Republic of Poland adopted an act amending the Spatial Planning and Development Act and certain other acts (Journal of Laws of 2023, item 1688, as amended), hereinafter referred to as “the Act”. The Act entered into force on September 24, 2023. Under Article 65(1) of the Act, as of January 1, 2026, studies of conditions and directions of spatial development currently in force in municipalities will cease to apply. In place of the study, which is a planning document defining the municipality’s spatial policy, the Act introduces a new spatial-planning instrument—the municipality’s general plan. If the general plan does not enter into force by December 31, 2025, the adoption or amendment of local spatial development plans—with the exceptions specified in the Act—will not be possible.

The council approved the free-of-charge use, through a non-tender procedure and for a period of 10 years, of the developed property designated as plots nos. 201 and 199/30, located at 14 Michała Kutuzowa Street, and the developed property designated as plot no. 565, located at 28/29 Zgorzelecka Street in Bolesławiec. The properties are being granted for free use for 10 years, through a non-tender procedure, to the Museum of Ceramics in Bolesławiec.

The council adopted a resolution approving the conclusion, through a non-tender procedure and for an indefinite period, of a lease agreement for property owned by the Bolesławiec Urban Municipality. Approval for the indefinite lease was granted to “Miejski Zakład Gospodarki Komunalnej” Spółka z ograniczoną odpowiedzialnością in Bolesławiec, in connection with the municipal market it operates. The lease of the properties listed in the resolution will be used to operate the municipal market, including, among other things, trade on Fridays and Saturdays by farmers and members of their households, involving agricultural or food products and handicrafts made on the farm.

The council approved a discount on the sale price of residential units nos. 2, 3 and 4, located in the building at 4 Ogrodowa Street in Bolesławiec, and adopted two resolutions on naming internal roads. Both streets are located within precinct 6 of the city. The new names are Jaworowa and Cedrowa. The council made changes to the Multiannual Financial Forecast of the Bolesławiec Urban Municipality and to the city budget for 2024. It is worth recalling that the operating surplus in the Bolesławiec city budget and the funds received for construction of the municipal stadium, totaling more than PLN 22 million, make it possible to carry out new municipal investments and further road renovations, including:

  • new investments: reconstruction of Widok Street in Bolesławiec (the side road leading to the tunnel), construction of Stokrotek Street, reconstruction of Traugutta Street, construction of a side road off Kleeberga Street, reconstruction of internal roads between Gdańska Street and Warszawska Street, reconstruction of the side road off Orla Street, construction of a water supply and sewage network in the Przylesie Estate, construction of a sports field at Graniczna Street, construction of the Bolesławiec Cycling Skills Park, reconstruction of the pedestrian and bicycle route at Piastowski Square and Orla Street; the stadium on Spacerowa Street; renovations: Konopnickiej Street, the access road to the garages at Polna Street, and Cieszkowskiego Street—the access road to buildings 6A and 6B.

The council deemed unfounded a complaint concerning the actions of the Director of the Municipal Social Welfare Centre in Bolesławiec. The councillors appointed a committee to examine the correctness, legality and proper conduct of the tender procedure and the implementation of the task under the project “Modernisation of street lighting in the western and southern parts of the Lower Silesian Voivodeship”. The adoption of the resolutions was preceded by information from the president of Bolesławiec, Piotr Roman, and the chairperson of the City Council, Józef Pokładek, on important actions taken between sessions.
