The housing community management market and, as a result, a clean city and well-maintained properties

When tourists and guests come to Bolesławiec, they are all greatly impressed by the cleanliness of the city and the well-maintained residential buildings. Beautiful roofs, beautiful façades and, generally speaking, even the back areas are neat and clean. We often wonder how it happened that other cities do not match Bolesławiec in this respect. I can say that precisely when I was serving as deputy mayor, this sphere of the city's activity was under my supervision, and at that time, after a significant portion of the apartments had been sold to their tenants, the question arose of how to organize the management of all these residential buildings.

We travelled to various cities, including Nowa Sól. We travelled to Oleśnica. At this point I do not even remember, but also to two or three other cities, and we wondered how to organize it. Ultimately, we created a market of housing community managers. We could have placed the apartments owned by the city under a single manager, namely TBS, which was already operating in Bolesławiec at the time, but we did it somewhat differently. As I remember, there were then four or five companies that began managing community properties, and TBS joined them as an entity selected by the communities to serve as their manager. That is how the market of housing community managers was created. The idea behind this market was that, by competing with one another, the managers would strive to perform their management duties as well as possible: carrying out renovations and restoring these buildings, which at that time were in terrible condition. Today, admiring Bolesławiec, we can say that the idea has proved itself in practice

Later, other management companies joined this market, and at present it is working excellently. The city simply looks beautiful. It is well-maintained, modern and developing. Few people know where this idea came from. I can say that it was my own idea. Of course, my superior approved it. It is good for the city's residents to know this. The idea for an economic zone in Bolesławiec. While I was dealing with the housing community market, I also began efforts to establish a special economic zone in Bolesławiec. Among other things, I purchased land and prepared it so that a business development zone could be created over an area of approximately 130 hectares—that is, so that it could be included in the spatial development plan. After I stopped being deputy mayor, someone who came after me caused the zone to be established in Bolesławiec, but in general, I was the one who began the efforts to create it. Mr. Engineer Żak, with whom I worked at the time, can confirm this. And today the zone exists. The plants built there provide many thousands of jobs for the residents of Bolesławiec and the surrounding area.

The concept of Bolesławiec's north-eastern bypass and another bypass connecting National Road 94 with Voivodeship Road 297

When I was director of the infrastructure department at the marshal's office, among other things I initiated the development of a concept for Bolesławiec's eastern bypass, along the road corridor of Route 297. The southern section of this bypass has been completed, while the northern section is in the final design phase. Its construction will begin shortly. The northern section should take over a significant portion of the traffic from the industrial zone and reduce congestion in the city during rush hours—that is, roughly between 6:00 and 7:00 a.m., and later between 2:00 and 3:00 p.m. The northern section of Bolesławiec's eastern bypass creates the possibility of constructing another bypass, also along National Road 94. In that case, National Road 94 could be routed in an arc from the Bolesławiec (or Brzeźnik) outskirts, around Osiedle Kwiatowe and around Dobra as far as Łąka, with a bridge over the Bóbr, and to the roundabout on Voivodeship Road 297. We would have a bypass not only along the north-south route, but also along the east-west route. This is my own idea, one that makes sense for the future and can be implemented now.

Because these areas have not yet been built up. In a year or two it may be too late. When I told the mayor about it, he replied that if we began lobbying for it, then GDDKiA would not build a second bridge over the Bóbr or widen the road through the city. I think that, taking Bolesławiec's development prospects into account, the road through the city and the second bridge are secondary matters. A bypass is something that outlines the city's development across additional areas. They are currently part of the municipality, but sooner or later they will have to be incorporated into the city limits.
