As reported by Bolesławiec City Hall:

The amendment to the Act on Spatial Planning and Development has alarmed allotment holders across Poland, including in Bolesławiec. The act does not threaten Bolesławiec’s Family Allotment Gardens.
The mayor on the situation

City officials explain:

By the end of 2025, all municipalities must adopt so-called general plans. The municipalities’ areas will be divided into so-called planning zones under these plans.

Mayor Piotr Roman commented on the matter: – Allotment holders affiliated with Bolesławiec’s sixteen Family Allotment Gardens do not need to fear the new act; their allotments are not at risk of liquidation.
