Both positions are allocated to people selected according to the ruling party’s political key; there is no open competition for them. When Szymon Pogoda became an MP in 2020, Maciej Małkowski was appointed to his position, namely head of the district office of the Agency for Restructuring and Modernisation of Agriculture.
From 2012 to 2020, Małkowski worked as a department manager at Uzdrowisko Świeradów-Czerniawa, after he ceased serving as deputy mayor of Bolesławiec (2007–2010). Małkowski is known for his right-wing views and conservative, Catholic approach to social issues. Among other things, he based his 2014 local-election campaign on participating in the March for Life and Family, a gathering of people opposed to abortion. Małkowski was and remains a councillor—he served as a county councillor from 2010 to 2018 and has been a city councillor since 2018.
Dawid Sarbak is a city councillor and an ordinary member of Law and Justice. There was no open competition for the position of head of the Bolesławiec Field Office of the Agricultural Social Insurance Fund. The councillor was appointed. The previous head of KRUS in Bolesławiec, Sebastian Fijałkowski (PiS), got a job at the state-owned company Zakłady Ceramiczne “Bolesławiec” in spring 2023.
After the many changes made by the governing coalition to state positions, will these posts also be vacated by managers recruited from among PiS members and people sympathetic to PiS? Will people with appropriate, non-partisan qualifications be found to replace them?
