Readers, residents of building 41 in Ławszowa (4 families), contacted us asking for intervention regarding the road to the kayak landing: – 8 years ago, the Municipality came to us with a proposal, or rather a question, about whether we would allow them to build a kayak landing on their plot under the bridge in Ławszowa, and in return they would build an access road for us (the agreement was to be valid for 5 years). All the residents of the building agreed.
The road, as our Readers informed us, has still not been built. What is more, the mayor reportedly told them recently that it would not be possible to build it. Meanwhile—as the people who reported the matter told us—this private road, belonging to the residents of the aforementioned building, is constantly being “destroyed by hordes of people who come there.” These are tourists with kayaks who, at weekends, smoke, light bonfires, make noise, cause damage and leave a mess, and even “practically relieve themselves under our windows.”
The tourists in question drive in by car, blocking the property of the people who reported the matter so that they cannot leave. (The police were called.) The Readers reportedly heard one such driver say that the mayor had “told them to turn left,” meaning via the road belonging to the residents of building 41. The latter then have to repair all the potholes at their own expense.
Residents:
There is no other access route or footpath (…) to the river apart from our road, for which we pay a considerable tax to the Municipality. A month ago, we sent a letter to the Municipality asking them to put up a sign indicating how to reach the landing and the river, but we have still not received a response. We are enemies in the village, but who would want to, or allow, people to pass practically under their windows?
Our informants emphasize that they are not referring here to village residents who want to go to the water with their children. They are not the problem. They are referring exclusively to hordes of tourists.
They add: – The Municipality wants us to block off the road; we have never had to do that in our entire lives, so where are we supposed to get the money for it now? We agreed to five years of use, but there are more and more people; we argue with them and explain that there is no passage and that there is a no-entry sign. The police come.
According to those who reported the matter, Osiecznica Municipality clearly wants to wait out the problem because the end of the season is approaching. It is also not putting up an information sign explaining how to reach the landing, because the other access road is private as well.
They add: “The only thing we all want now is for the municipality to inform people that the road has always been our private property, that we pay taxes and have the right to fight for our own yard.”
Osiecznica Municipal Office:
In response to the inquiry sent (...) concerning the kayak landing in Ławszowa, we inform you that the project involving the construction of small-scale tourist infrastructure on the Kwisa River was carried out by the “Zielona Akcja” foundation.
During preparations for the project, talks were held with the owners of the property adjoining the plot on which the landing was planned, concerning consent for people wishing to use the facility to reach it on foot and by car. During the preparation stage, we proposed that the project implementer harden the access road to the aforementioned facility; however, this element was ultimately not included in the project.
After receiving earlier signals from the residents of building 41, we informed the organizers of kayak and rafting trips that access to the facility through the aforementioned property was not possible. Meetings were also held to discuss the matter with representatives of the residents in order to find an optimal solution.

We inform you that options exist which may resolve the problem described, for example:
- making the dirt road on the opposite side of the bridge available. Talks are currently being held with the person managing the land, who has given preliminary consent to making part of the plot available to provide access to the landing. In that case, Osiecznica Municipality will appropriately mark the route to the existing facility;
- the Municipality acquiring part of the property on which building 41 stands, measuring approximately 1.5 ares (the consent of all co-owners is required), which would make it possible to connect the county road with the plot containing the tourist infrastructure, while also providing a paved access road to building 41.
