Appeal to dog owners
We appeal to dog owners to take appropriate safety measures when keeping dogs, as they pose a very major nuisance to us—the residents of the municipality. We remind you that dog owners are obliged to eliminate risks to the safety of bystanders. This obligation can be fulfilled by preventing the dog from going into public places without supervision, by keeping it on a leash, in a kennel, or on appropriately fenced property.
Dogs staying in public places without any supervision are encountered very often. These dogs are not only a nuisance but also pose a direct threat to residents, both through direct attacks on people and by creating dangerous situations on the roads, as well as by soiling public places with their excrement.
A dog’s gentle disposition or vaccination against rabies and other diseases does not release the owner from the obligation to prevent dangers or damage caused by the dog; this also applies to the dog’s movement in public places. Under the applicable law, a dog in public places, including inhabited areas, should be walked on a leash and wearing a muzzle.
No less important is the owner’s obligation to clean up excrement left by their pet in public places. For people who fail to fulfill these obligations, the Code of Petty Offences provides for a fine. The fine may be imposed by a police officer directly when the offence is confirmed.
Paying the fine does not release the dog owner from the obligation to pay compensation or repair damage caused by the dog. We therefore ask you to take this information seriously, because by following these rules we will not only contribute to improving our shared safety, but also avoid unnecessary expenses in the form of fines or compensation.
At the same time, we remind you of the statutory obligation to have your dog receive a preventive rabies vaccination at least once a year, arranging for this service at your own initiative at any veterinary clinic.
