The matter was described by a Reader The Bad Bunzlauer:
I found a dog in this condition in a small grove between Bolesławiec and Rakowice on Saturday. It was lying by the road, its neck wrapped several times with cables and open wounds on its back.
She added: – I took the dog to the animal shelter, so it is being cared for. It was supposed to go to a vet, and probably then to a shelter.
Reminder: abandoning an animal is treated as abuse, and this is a crime punishable by up to five years in prison.
