I. Application submission deadline: from 16 January 2023 to 27 January 2023. Applications submitted after the specified deadline will not be considered.

II. Applications should be submitted at the headquarters of the Powiatowy Urząd Pracy w Bolesławcu at 10 Obrońców Helu Street or by traditional mail (the date of receipt of the application shall apply).

III. The application form is available under the “Documents to download” tab. The application must be completed electronically using the attached form or legibly in block letters.

IV. Please submit one application for a maximum of 10 participants. If there is a need to provide training for more people, additional applications must be submitted. Please print the application double-sided.

V. Please ensure that the planned training dates are scheduled no later than 30 September 2023.

VI. Information on the possibility of applying for funding.

  • Employers and employees may apply for funding. All entities defined as employers within the meaning of Article 2(1)(25) of the Act on the promotion of employment…, i.e. every organisational unit, even if it does not have legal personality, as well as a natural person employing at least one employee, may apply for funding for continuing education costs. It should be remembered that even if the wording of a priority refers directly to employees, both employees and employers may benefit from it.
  • Priority will be given to applications that meet the requirements of at least one of the priorities of the minister responsible for labour (see section VI).
  • When considering an application, the Powiatowy Urząd Pracy takes into account all the conditions specified in § 5(6) of the Regulation of the Minister of Labour and Social Policy of 14 May 2014 on the granting of funds from the National Training Fund (consolidated text: Journal of Laws of 2018, item 117).
  • The Office will pay particular attention to the justification for the need to undertake a specific form of continuing education and the demonstrated consistency between the competences acquired by participants in continuing education and the needs of the local or regional labour market, as well as to documenting the quality of the service financed from KFS funds.
  • Funds under the National Training Fund may be granted for continuing education that begins in the year in which the agreement with the Employer is concluded.
  • Where KFS funds are to be used to finance education for doctors, dentists, nurses or midwives, a statement must be submitted confirming that this will not involve specialist training or postgraduate internships, together with related administrative costs specified in separate regulations.
  • The Powiatowy Urząd Pracy reserves the right to negotiate with employers regarding the amount of training or course funding, particularly where the total amount of applications eligible for approval exceeds the available funding limit.

The following may not apply for KFS funds:

  • persons conducting business activity who do not employ an employee under an employment contract,
  • persons cooperating in running a business—under Article 8(11) of the Social Insurance System Act, these are: a spouse, one’s own children or the children of the other spouse, adopted children, parents, stepmother and stepfather, who share a household and cooperate in running the business,
  • doctors and dentists wishing to finance specialist training and postgraduate internships, together with related administrative costs specified in the regulations on the professions of doctor and dentist, as well as nurses and midwives wishing to finance specialist training referred to in the regulations on the professions of nurse and midwife,
  • employees on maternity, paternity or parental leave, or unpaid leave,
  • persons holding management functions in commercial-law companies (except where such persons are employed by the company under an employment contract),
  • the president of a limited liability company who is its sole or majority shareholder,
  • persons employed under civil-law contracts,
  • employers wishing to provide continuing education for their employees independently, without the participation of external training institutions.

VII. Under this call, funding may be sought for continuing education under the following priorities:

  1. support for continuing education aimed at employers employing foreign nationals.
  2. support for continuing education related to the introduction of new processes, technologies and work tools in companies.
  3. support for vocational continuing education in occupations identified as shortage occupations in the given county.
  4. support for continuing education for newly employed persons (or persons whose duties have been changed) over 50 years of age.
  5. support for continuing education for persons returning to the labour market after a break related to caring for a child and for members of large families.
  6. support for continuing education for persons under 30 in digital skills and skills related to the energy sector and waste management.

Explanations of these priorities are included in an appendix to the announcement.

KFS funds granted to an employer to finance continuing education costs constitute aid provided in accordance with the conditions for admissible de minimis aid.

Applications will be considered in accordance with the Regulation of the Minister of Labour and Social Policy of 14 May 2014 on the granting of funds from the National Training Fund (consolidated text: Journal of Laws of 2018, item 117), as follows:

Stage 1: Formal verification of the application

The application will be left unconsidered, and the employer will be informed in writing, if the attachments required under § 5(2) of the Regulation of the Minister of Labour and Social Policy of 14 May 2014 on the granting of funds from the National Training Fund (consolidated text: Journal of Laws of 2018, item 117) are not attached, namely:

  1. certificates or statements concerning de minimis aid, within the scope referred to in Article 37(1)(1) and Article 37(2)(1) and (2) of the Act of 30 April 2004 on proceedings in matters concerning public aid;
  2. information specified in the regulations issued pursuant to Article 37(2a) of the Act of 30 April 2004 on proceedings in matters concerning public aid;
  3. a copy of a document confirming the legal form of the business conducted, where there is no entry in the National Court Register or the Central Registration and Information on Business;
  4. the continuing education programme or examination scope;
  5. a specimen document confirming the competences acquired by participants, issued by the provider of the continuing education service, unless it follows from generally applicable regulations.

Stage 2: Substantive verification of the application

Following positive verification of the application during stage 1, a substantive assessment of the application will be carried out, taking into account the requirements specified in § 5(6) of the Regulation of the Minister of Labour and Social Policy of 14 May 2014 on the granting of funds from the National Training Fund (consolidated text: Journal of Laws of 2018, item 117) and the scoring.
