Inspectors from the Environmental Crime Combating Division of the Provincial Inspectorate for Environmental Protection in Wrocław, together with the Lower Silesian Customs and Tax Office, uncovered an illegal waste shipment. It involved 23 vehicle body assemblies. WIOŚ:
The assemblies were transported from the United Arab Emirates to a company involved in selling vehicle spare parts, located in Lower Silesia.
The shipment consisted of cut-off vehicle fragments comprising the front sections of their bodies. The Inspectorate explains: – As a whole, the cut-off vehicle fragments do not constitute vehicle spare parts and must be treated as waste. To reuse the parts making up these fragments, they must first be recovered through dismantling.

The transport of waste from the United Arab Emirates to Poland is subject to the prior notification and consent procedure. In the course of the proceedings, it was established that the vehicle fragments were transported as goods rather than waste, and consequently the procedure of notifying the relevant authorities in advance and obtaining their consent for the above-mentioned transport was not completed. Furthermore, it was established that the waste recipient in Poland does not hold the required permit to process waste and is therefore unable to recover or dispose of it in compliance with EU or international regulations.

Pursuant to Regulation (EC) No 1013/2006 of the European Parliament and of the Council of 14 June 2006 on shipments of waste, the shipment of waste without notifying the competent authorities or without their consent, as well as the transport of waste to a recipient who is unable to recover or dispose of the waste in compliance with EU or international regulations, constitutes an illegal shipment of waste.
