President of the Republic of Poland Andrzej Duda signed amendments to the Act on the Revenues of Local Government Units and Certain Other Acts over the weekend. What does this mean? As we read in the Polish Press Agency’s local-government service:
The amendment will make it possible to transfer nearly PLN 13.7 billion to local government units later in 2022. These funds are intended, among other things, to compensate for shortfalls in current revenues and may be used for investments; they may also, and should, be allocated to improving energy efficiency.
The Ministry of Finance announced more than a week ago:
The amendment to the Act on the Revenues of Local Government Units adopted by the Sejm provides real support for carrying out their tasks, particularly the currently important tasks of improving energy efficiency, developing renewable energy sources, and limiting the costs of purchasing heat or energy incurred by consumers. The funds received may also be used to cover current expenses, as well as for investment purposes.
Later this year, local government units will receive additional significant funds amounting to PLN 13.7 billion, beyond those guaranteed for 2023 under the current regulations.
The additional amount consists of two components:
- PLN 7.8 billion – to be divided among all local governments, proportionally to the amount of municipalities’ planned 2023 revenues from their share of personal income tax,
- PLN 5.9 billion – for less affluent and smaller local governments.
This means that municipalities will receive at least PLN 2.9 million, counties at least PLN 6.1 million, and provinces at least PLN 32.7 million.
