Zgorzelec Customs and Tax Service officers have once again stopped a shipment of illegal waste on the A4 motorway in Jędrzychowice. – This time, 9 tonnes of used tyres for heavy goods vehicles were found in the trailer of a truck. The driver was transporting the waste from the Netherlands to a recipient in Silesia – explains Agnieszka Rzeźnicka-Gniadek, press spokesperson for the Lower Silesian KAS.
Several days earlier, KAS officers stopped another shipment – a truck travelling from Germany to a Polish recipient, carrying iron dust and dust from its alloys (25 tonnes).
The office adds:
The shipment of waste had not been reported in the Electronic Transport Supervision System (SENT), the Database of Products and Packaging and Waste Management (BDO), and the vehicle itself did not have the required markings for transporting waste. The BDO system is a modern, integrated ICT system administered by the Ministry of the Environment. The register enables the recording of waste and the submission of annual reports on waste, product and packaging management. BDO also enables effective monitoring of the waste management market. It contributes to effectively combating illegal shipments in this sector.
And reminds readers:
Shipments of waste must be reported in the Electronic Transport Supervision System (SENT). The SENT system is a tool for combating cross-border crime. It was created to register sensitive goods such as fuel, alcohol, tobacco and waste. The system helps Customs and Tax Service officers carry out effective inspections.
What are the penalties for illegally transporting waste?
The recipient did not have the required permit to process the waste and was unable to recover or dispose of it in accordance with Community regulations. The Regional Inspectorate for Environmental Protection therefore classified the shipment as an “illegal shipment of waste”. The trailer and its cargo were seized for further criminal proceedings.
KAS: – The driver was issued three penalty tickets totalling PLN 5,400; in administrative proceedings, the carrier faces a total penalty of PLN 26,000, the recipient faces a minimum administrative penalty of PLN 20,000, and proceedings conducted by WIOŚ may result in a penalty ranging from PLN 50,000 to PLN 500,000.
