Many citizens waited until the last minute to fulfil this obligation, and in recent days the City Hall has been receiving many times more enquiries concerning CEEB declarations.

CEEB declaration. How do you submit it?
The obligation to report heating sources came into force on 1 July 2021. To do so, the owner or manager of a property must submit a declaration. This can be done online, at zone.gunb.gov.pl (a trusted profile or an identity card with an electronic layer is required), or traditionally, by sending a letter or visiting the local city or municipal office in person. The government portal gov.pl provides detailed information and a declaration form.
How can you fulfil your obligation?
The declaration can be submitted in two ways:
- electronically, via the dedicated website – CLICK HERE – a trusted profile, qualified signature or e-ID is sufficient to submit the declaration electronically;
- in paper form at the Municipal Office competent for the location of the building – in person or by sending the declaration by post.
People applying for the shielding allowance should also bear in mind that, when verifying an application for the allowance at the increased amount, a municipal official is required to check whether the heating source has been reported to the CEEB. Failure to submit the declaration by 30 June 2022 is punishable by a fine of PLN 500 to PLN 5,000.
