As President Duda assured, the decision to veto the amendment to the Broadcasting Act was preceded by detailed legal, economic and social analyses.

The president stressed that the amendment would be unconstitutional, as well as inconsistent with the trade agreement with the United States.

The president’s decision also reflected the special relations between Poland and the USA, as well as numerous protests by various groups held in defence of “Free Media”.

For several days, the president had been sending clear signals that he intended to veto the law targeting TVN, which belongs to the American company Discovery. He first expressed this during a recent address in front of the Tomb of the Unknown Soldier, where, referring to relations with the USA, he assured that he would uphold the “principle of freedom of speech and freedom to conduct business”, while also recalling his veto power over laws.

Let us recall that the Sejm can override the veto with a qualified majority of 276 votes. However, PiS does not have such a majority, and possible support from Confederation, which abstained from voting on Lex TVN, would be insufficient. Other opposition groups consistently voted against the amendment.
