Expressways

S8 expressway from Wrocław to Kłodzko

Work on the STEŚ [Studium Techniczno-Ekonomiczno-Środowiskowym – przyp. istotne.pl] for three sections of the S8 from Wrocław to Bardo has been completed. Work is currently under way on the Programme Concept, including the preparation of a traffic analysis and forecast.

The S8 expressway from Wrocław to Kłodzko will be approximately 80 km long. Construction of the route has been divided into three sections:

  • Kłodzko–Ząbkowice Śląskie (comprising the Kłodzko–Bardo and Bardo–Ząbkowice Śląskie subsections),
  • Ząbkowice Śląskie–Łagiewniki,
  • Łagiewniki–Wrocław (Magnice).

GDDKiA:

On 14 October this year, we received the DŚU for the section from Bardo to Ząbkowice Śląskie; on 30 August, for the section between Łagiewniki and Wrocław; and on 16 November, for the section from Ząbkowice Śląskie to Łagiewniki.

It adds:

Continuation of design work on the Bardo–Kłodzko subsection will be possible after analysing its connection with the planned Złoty Stok bypass along DK46.

A4 motorway from Krzyżowa to Wrocław and S5 from Sobótka to Bolków

Road officials:

On 21 June this year, we signed a contract to prepare documentation for the construction or expansion of the A4 motorway between the Legnica Południe interchange and the Wrocław Wschód/Stary Śleszów interchange, a section approximately 80 km long, and for the construction of the approximately 50-km Bolków–Sobótka S5 expressway.

They added: “The STEŚ stage is currently under way, and route variants for the A4 motorway and S5 expressway are being designed. A year-round environmental inventory began in October this year. On 10 January 2022, public information meetings will begin, at which the preliminary corridors for the A4 and S5 routes will be presented. Meetings will be organised for the 21 municipalities through which the planned route variants run and will continue until the end of February.

The contract to prepare documentation for the A4 section from Krzyżowa to Legnica was signed on 28 June this year. The approximately 36-km A4 motorway will be expanded along its existing route to two carriageways with three lanes and an emergency lane. In some places, a new carriageway will be built parallel to the existing one, while in others the existing carriageways will be expanded. The STEŚ stage is currently under way, and variants for reconstructing the motorway are being designed. An environmental inventory is also under way.

A18 motorway

Road administrator: “The contract for design work was signed on 9 October 2019. The contractor is preparing the construction design together with the complete materials for the application for a ZRID decision, as well as the detailed design and tender documentation. We are currently awaiting the DŚU.

As part of the project, 3-metre-wide emergency lanes will be built on both sides of the motorway. This will allow the A18 motorway to be adapted to the applicable technical parameters on the 3.6-km Krzyżowa–Golnice section and connected to the reconstruction of the A18 motorway under way on the Olszyna–Golnice section (the southern carriageway).

Programme for the Construction of 100 Bypasses

Głogów bypass along DK12

GDDKiA:

On 22 August 2018, we signed a contract with Transprojekt Gdański to prepare a Technical, Economic and Environmental Study (STEŚ) for the construction of the Głogów bypass along national road No. 12. On 17 June this year, we submitted an application to the Regional Directorate for Environmental Protection (RDOŚ) in Wrocław for an environmental decision (DŚU) for the project. The design documentation, including the multi-criteria analysis, was verified; based on environmental, social, economic and technical criteria, it identified the most favourable route variant for the future road. In the application for the DŚU submitted to the RDOŚ, we indicated variant PN4 as the preferred option for further implementation, with PN5 as the alternative.

We have completed the STEŚ stage for the project and begun work on the Programme Concept, as part of which we are currently preparing a geological works programme for the preferred variant.

The project aims to improve the capacity of the transport network and will form part of the connection between the newly built S3 and S5 expressways in the Lower Silesian, Lubusz and Greater Poland voivodeships. The Głogów bypass will remove through traffic from the city centre. This will improve traffic conditions and the safety of road users and residents. Głogów will gain a new crossing over the Oder, which should significantly reduce the time needed to travel through the city. At the same time, the administrator assures that the highest standards for protecting the environment and residents’ health and lives, as well as sustainable development, will be maintained.

Kaczorów bypass along DK3

The contract for design work was signed on 19 July 2019. As part of the project, the contractor, WYG International, will prepare an STEŚ for the Kaczorów bypass and the materials required for the application for a DŚU. The contractor is also required to prepare the construction design together with the complete materials for the application for a decision authorising the implementation of the road project (ZRID), as well as the detailed design and tender documentation.

Work on the STEŚ is currently under way; route variants for the bypass are being agreed, and a multi-criteria analysis is being prepared to enable the optimal route to be selected.

The main purpose of building the Kaczorów bypass is to divert through traffic travelling between Bolków and Jelenia Góra. This will improve residents’ safety, relieve the transport network and increase capacity in Kaczorów itself. The project will also improve travel conditions and safety for long-distance traffic all the way to the Polish-Czech border, as well as for regional traffic, by improving the connection between Jelenia Góra and the S3 interchange in Bolków.

Legnica bypass along DK94

The approximately 3.6-km project is being implemented in cooperation with the City of Legnica. GDDKiA is responsible for the approximately 2.8-km section outside the city. On 3 December 2020, a contract was signed with IVIA to prepare a Technical, Economic and Environmental Study with elements of a programme concept (STEŚ-R). Traffic measurements were carried out in May this year, and a traffic analysis and forecast are being prepared.

Road officials: “The primary purpose of building the Legnica bypass is to divert through traffic from the city centre. This will improve residents’ safety and increase the capacity of Legnica’s transport network. The project will also improve travel conditions and safety for long-distance and regional traffic running both east–west along national road No. 94 and from the north, from Lubin. It will also improve the connection from this direction to the A4 motorway.

Kaczorów bypass along DK3

On 7 June this year, we signed a contract with Multiconsult Polska for preparatory work for the construction of the Międzybórz bypass. The route will be built on a new alignment and will be approximately 8 km long. As part of the project, a GP-class road (a main road for accelerated traffic) with intersections, cross roads and access roads will be designed and then built. Engineering structures, environmental protection features and road traffic safety elements (BRD) will also be constructed.

Work is currently under way on the traffic analysis and forecast.

Office:

The project aims to build the Międzybórz bypass, including bypasses around the neighbouring localities of Ose, Górzyca and Oska Piła, along national road No. 25. It will improve the capacity of the transport connection between the S8 expressway and the newly built Ostrów Wielkopolski bypass, one of the first sections of the S11 expressway. The Międzybórz bypass will remove through traffic from the town centre, which is characterised by dense residential development, and divert traffic outside the built-up areas of Ose, Górzyca and Oska Piła. This will improve traffic conditions and the safety of road users and residents of Międzybórz and the neighbouring localities.
Milicz bypass along DK15

General Directorate for National Roads and Motorways: “On 19 February 2021, we signed a contract with IVIA to prepare design documentation for the Milicz bypass. Traffic measurement work began in May this year. Design work and the environmental inventory are currently continuing.

It adds:

The primary purpose of building the Milicz bypass is to divert traffic concentrated in the town because national road No. 15 runs through the centre of Milicz. Traffic runs along the north–south axis between Jarocin, on national road No. 11, and Trzebnica, on national road No. 5. Both corridors are important road arteries that are gradually being reconstructed to expressway standard. More broadly, this is also one of the important corridors between Poznań and Wrocław.
Oława bypass along DK94

GDDKiA:

On 14 September this year, we signed a contract with SWECO ENGINEERING to prepare documentation for the Oława bypass along national road No. 94.

Measurements were carried out, based on which a traffic analysis and forecast were prepared. […] An environmental inventory is currently under way.

The primary purpose of building the Oława bypass is to divert through traffic concentrated in the town from national road No. 94, which is an alternative route to the A4 motorway. When disruptions occur on the A4, heavy traffic is concentrated in Oława. In addition, construction of the bypass will improve access to the Oława Subzone of the Wałbrzych Special Economic Zone. The newly built bypass will remove through traffic from Oława, thereby improving traffic conditions and the safety of road users and town residents.

Złoty Stok bypass along DK46

Road officials:

On 28 July this year, we signed a contract with BBKS Projekt Design Office to prepare documentation for the Złoty Stok bypass along DK46.

The STEŚ documentation is being prepared. Information meetings for residents have already begun, during which the preliminary bypass corridors proposed by the contractor were presented. The meetings will also continue in January 2022.

The main purpose of building the Złoty Stok bypass is to divert through traffic generated by national road No. 46. This traffic travels from Opole and the A4 motorway towards the Kłodzko Valley and onward to the border crossing at Kudowa-Zdrój. This will improve residents’ safety and increase access to the region’s tourist facilities.
