During the upcoming meeting of the Bolesławiec City Council, local councillors will vote on a draft resolution concerning the remuneration of the President of the City of Bolesławiec. The document reads, among other things:

[…] The monthly remuneration of the President of the City of Bolesławiec is set at the following amounts:

  1. basic salary in the amount of PLN 10,770.00 (in words: ten thousand seven hundred and seventy zlotys 00/100);
  2. functional allowance in the amount of PLN 3,450.00 (in words: three thousand one hundred and fifty zlotys 00/100);
  3. special allowance amounting to 30% of the total basic salary and functional allowance.

The justification states:

Pursuant to Article 18(2)(2) of the Act of 8 March 1990 on municipal government, in conjunction with Article 8(2) of the Act on local-government employees, determining the amount of the mayor’s remuneration falls within the exclusive competence of the municipal council.

The remuneration rules for the mayor are set out in the Regulation of the Council of Ministers of 25 October 2021 on the remuneration of local-government employees, which makes the amount of the basic salary and functional allowance dependent, among other things, on the number of residents of the municipality.

Pursuant to the indicated regulation (Table I: Positions of mayors, city mayors, city presidents, district heads and voivodeship marshals in cities with up to 300,000 residents) and § 6 of that regulation (the amount of the special allowance payable at 30% of the total basic salary and functional allowance). Pursuant to Article 36(3) of the Act of 21 November 2008 on local-government employees, a mayor, city mayor, city president, district head and voivodeship marshal is entitled to a special allowance, which is a mandatory component of the mayor’s remuneration.

The basic salary, functional allowance and special allowance were set at the following amounts:

  1. basic salary PLN 10,770.00;
  2. functional allowance rate PLN 3,450.00;
  3. special allowance PLN 4,266.

In accordance with the relevant regulations, the President of the City is also entitled to: a long-service allowance, jubilee awards and additional annual remuneration [podkreślenia – istotne.pl].
