As we read on the government website:

The Polish Deal provides new solutions for local governments. The program includes grants for investments by municipalities and counties.

This will compensate for lower local-government budget revenues resulting from changes to income taxes, which will benefit Poles. The shortfall in local-government revenue will be offset by a new subsidy. All municipalities and counties will be able to use the additional funds for investment purposes.
