I School supplies 2020–2022

On 26 June 2020, the Council of Ministers adopted a resolution on the Government Programme providing assistance to students with disabilities in the form of subsidies for the purchase of textbooks, educational materials and exercise materials in 2020–2022.

Under the above-mentioned programme, students with disabilities attending post-primary schools will be able to receive subsidies for the purchase of textbooks, educational materials and exercise materials.

Legal basis

Detailed rules for granting assistance are set out in the Regulation of the Council of Ministers of 26 June 2020 on the detailed conditions for providing assistance to students with disabilities in the form of subsidies for the purchase of textbooks, educational materials and exercise materials in 2020–2022.

In the 2020/2021–2022/2023 school years, assistance in the form of subsidies for the purchase of textbooks for general education and vocational education, educational materials for general education and vocational education, and exercise materials is provided to students who are:

  1. visually impaired,
  2. deaf,
  3. hard of hearing,
  4. with mild intellectual disability,
  5. with physical disability, including aphasia,
  6. with autism, including Asperger syndrome,
  7. with multiple disabilities, where these are disabilities among those referred to in points 1–6,
  8. with moderate or severe intellectual disability,
  9. with multiple disabilities, where these are disabilities among those referred to in points 1–6 and 8,
    – and who hold a certificate of the need for special education referred to in Article 127(10) of the Act of 14 December 2016 – Education Law (Journal of Laws of 2021, item 1082, as amended), or a certificate of the need for special education referred to in Article 312(1) of the Act of 14 December 2016 – Provisions introducing the Education Law (Journal of Laws of 2017, item 60, as amended).

Amount of subsidy

The amount of assistance referred to in Sections 4–6 of the Regulation may not exceed:

  1. PLN 225 – for a student referred to in Section 3, points 8 and 9 of the Regulation, attending a special school preparing students for employment in the 2020/2021, 2021/2022 or 2022/2023 school year;
  2. PLN 390 – for a student referred to in Section 3, points 1–7 of the Regulation, attending:
    a) in the 2020/2021 school year, a stage I sectoral vocational school or first grade of a stage II sectoral vocational school,
    b) in the 2021/2022 school year, a stage I or stage II sectoral vocational school,
    c) in the 2022/2023 school year, a stage I or stage II sectoral vocational school;
  3. PLN 445 – for a student referred to in Section 3, points 1–7 of the Regulation, attending:
    a) in the 2020/2021 school year: grades I and II of a four-year general secondary school, grades II and III of the former three-year general secondary school conducted in a four-year general secondary school, grades I and II of a five-year technical secondary school, grades II–IV of the former four-year technical secondary school conducted in a five-year technical secondary school, grades III–VI of a general music school of the second degree, grades VI–IX of a general ballet school, grades I and II of a fine arts secondary school, grades II–IV of the former fine arts secondary school conducted in a fine arts secondary school, grades V and VI of the former general school of fine arts or grades V and VI of the former general school of fine arts conducted in a fine arts secondary school,
    b) in the 2021/2022 school year: grades I–III of a four-year general secondary school, grade III of the former three-year general secondary school conducted in a four-year general secondary school, grades I–III of a five-year technical secondary school, grades III and IV of the former four-year technical secondary school conducted in a five-year technical secondary school, grades III–VI of a general music school of the second degree, grades VI–IX of a general ballet school, grades I–III of a fine arts secondary school, grades III and IV of the former fine arts secondary school conducted in a fine arts secondary school, grade VI of the former general school of fine arts or grade VI of the former general school of fine arts conducted in a fine arts secondary school,
    c) in the 2022/2023 school year: a four-year general secondary school, grades I–IV of a five-year technical secondary school, grade IV of the former four-year technical secondary school conducted in a five-year technical secondary school, grades III–VI of a general music school of the second degree, grades VI–IX of a general ballet school, grades I–IV of a fine arts secondary school or grade IV of the former fine arts secondary school conducted in a fine arts secondary school.

Rules for providing assistance

  1. Assistance is provided upon an application by the student’s guardians or by an adult student, or upon an application by a teacher, social worker or another person, with the consent of the student’s guardians or adult student.
  2. The application should be submitted to the headteacher of the school the student will attend in the 2020/2021, 2021/2022 or 2022/2023 school year, as applicable.
  3. An application for the above-mentioned assistance for a student attending a school run by a local government unit, a legal person other than a local government unit or a natural person must be submitted by 9 September 2020 (for the 2020/2021 school year).
  4. The headteacher prepares a list of students eligible to receive assistance and submits it to the Mayor of Bolesławiec through the Social Affairs Department of Bolesławiec City Hall by 11 September 2020 (for the 2020/2021 school year).

Required documents

  1. completed application (available below);
  2. a copy of the certificate of the need for special education referred to in Article 127(10) of the Act of 14 December 2016 – Education Law, or a copy of the certificate of the need for special education referred to in Article 312(1) of the Act of 14 December 2016 – Provisions introducing the Education Law (the original certificate must be presented for inspection);
  3. information clause on the processing of personal data (GDPR) – available below;
  4. documents confirming expenses incurred for the purchase of textbooks, educational materials and exercise materials.

Additional information

  1. For individual purchases, proof of purchase of textbooks for general education or vocational education, educational materials for general education or vocational education, or exercise materials is a VAT invoice issued in the student’s or the student’s guardian’s name, a bill, receipt or statement confirming the purchase of the relevant textbooks, educational materials or exercise materials.
  2. If the statement referred to in Section 5 of the Regulation is submitted, it must be accompanied by information confirming that the expenses were settled exclusively for the purchase of textbooks for general education or vocational education, educational materials for general education or vocational education, or exercise materials under the Government Programme providing assistance to students with disabilities in the form of subsidies for the purchase of textbooks, educational materials and exercise materials in 2020–2022.
  3. If textbooks for general education or vocational education, educational materials for general education or vocational education, or exercise materials are purchased for a group of students, the purchase cost is reimbursed to the students’ guardians or adult students up to the amount of assistance referred to in Section 7 of the Regulation, upon submission of proof of purchase containing: the student’s first and last name, the name and address of the school, the class the student will attend in the 2020/2021, 2021/2022 or 2022/2023 school year, as applicable, a list of the textbooks, educational materials or exercise materials purchased, the purchase amount, the purchase date and the signature of the person who made the purchase. The proof of purchase is issued by the entity that made the purchase, based on the VAT invoice and the list of students for whom the textbooks, educational materials or exercise materials were purchased.

School scholarships and school allowances

Social assistance for students residing in the Municipality of Bolesławiec

Applications for school scholarships should be submitted at Bolesławiec City Hall, at the Customer Service Office (BOI) at pl. Marszałka J. Piłsudskiego 1, ground floor, by 15 September 2021.

Material assistance is available to:

Students of public and non-public schools with public-school rights for young people and adults, and students of public teacher-training colleges and teacher-training colleges of foreign languages [...[ – until they complete their education, but no longer than until they reach 24 years of age.

Nature of material assistance:
social (school scholarship, school allowance)

A school scholarship may be awarded to a student in a difficult financial situation resulting from low per capita income in the family, in particular where the family experiences unemployment, disability, a serious or long-term illness, having many children, an inability to perform care and upbringing functions, alcoholism or drug addiction, or where the family is incomplete or has experienced a random event.

The monthly income per person in the student’s family entitling them to apply for a school scholarship may not exceed PLN 528 per person in the family – until 31 December 2021. (Article 9(8) of the Act of 12 March 2004 on social assistance (Journal of Laws 2020, item 1876).

From 1 January 2022, income per person in the student’s family entitling them to apply for a school scholarship may not exceed PLN 600 per person.

Regulation of the Council of Ministers of 14 July 2021 on verified income criteria and amounts of cash benefits from social assistance (Journal of Laws 2021, item 1296).

For the purposes of Article 6, point 14 of the Act of 12 March 2004 on social assistance, a family means related or unrelated persons in an actual relationship, living together and managing a household together.

In addition, one of the conditions for receiving a scholarship is residence in the city of Bolesławiec.

An application for a scholarship may be submitted by:

  1. a parent or legal guardian of a minor student,
  2. an adult student,
  3. the headteacher.

A school scholarship may also be awarded ex officio.

A scholarship is not available to:

  1. students in preparatory classes,
  2. students who do not live in the city of Bolesławiec,
  3. those who receive another scholarship from public funds, except where the total amount of scholarships received does not exceed PLN 2,480 per year,
  4. those placed in an institution providing round-the-clock care or in foster care (Article 7(2) of the Act of 28 November 2003 on family benefits, as subsequently amended).

A school scholarship may be provided in the form of:

  1. Full or partial coverage of the costs of participation in educational classes conducted as part of the curriculum, as well as classes beyond and remedial classes, and participation in educational classes held outside school, concerning in particular:
    1. the purchase of textbooks, school readers, encyclopaedias, dictionaries, computer programs and other educational aids,
    2. the purchase of school supplies and aids, schoolbags, clothing for physical education classes and other equipment required by the school,
    3. fees for participation in foreign-language classes or other educational activities,
    4. fees for participation in school trips, trips to a “green school,” outings or trips to cinemas, theatres or other events organised by the school,
    5. full or partial coverage of fees required by the school, including tuition fees at non-public schools.
  2. A school scholarship may also be provided to students of post-secondary schools and the students referred to in Section 3(3) of the regulations, in the form of full or partial coverage of costs associated with studying away from their place of residence, including boarding-school or dormitory fees and travel costs from their place of residence to school and back,
  3. A school scholarship may also be provided in the form of a cash benefit under the conditions set out in the Education System Act.

Expenses not related to educational purposes include expenses for:

  1. corrective glasses and other rehabilitation equipment,
  2. clothing and footwear for everyday wear,
  3. textbooks and required reading for a class the scholarship recipient does not attend,
  4. parent committee fees, school security, student insurance and school meals.

Procedure and method for awarding a school scholarship:

  1. An application for a school scholarship should be submitted to the Social Affairs Department at pl. Marszałka J. Piłsudskiego 1, third floor, room 309, or to the secretariat of Bolesławiec City Hall or the Customer Service Office. The application may be submitted using the form specified in Annex 1 or without using that form, provided that the mandatory elements referred to in Article 90n(4) of the Education System Act are included.
  2. The application for a school scholarship must be accompanied by certificates or a statement of the net income of family members living together with the student, from the month preceding submission of the application or, in the event of loss of income, from the month in which the application was submitted, regardless of the title or source of that income, in particular:
    1. certificates of earnings, including income from family and care allowances,
    2. a certificate from the municipality specifying the number of conversion hectares owned,
    3. certificates of the amount of pensions, retirement benefits or maintenance payments received,
    4. certificates of awarded housing allowances, family benefits, care allowances or other benefits,
    5. e) certificates of income from business activity, f) certificates confirming the receipt of cash benefits from social assistance, specifying the type and amount of the benefit,
    6. certificates or statements of income from casual work,
    7. certificates or decisions from the District Labour Office confirming entitlement to and the amount of unemployment benefit or other benefits from the Labour Fund.
  3. The rules set out in Article 8(3–13) of the Social Assistance Act apply when calculating the income per person in the family entitling the applicant to apply for a school scholarship.

Important notice:

  1. The applicant is required to immediately notify the body awarding the scholarship when the reasons that formed the basis for awarding the school scholarship cease to exist (Article 90o(1) of the Education System Act of 7 September 1991).
  2. The school scholarship is suspended or withdrawn if the reasons that formed the basis for awarding the school scholarship cease to exist (Article 90o(4) of the Education System Act of 7 September 1991).
  3. Amounts due on account of an improperly received school scholarship are recovered under the provisions on administrative enforcement proceedings (Article 90o(5) of the Education System Act of 7 September 1991).
  4. Pursuant to Article 233 of the Criminal Code, anyone who, when giving testimony intended to serve as evidence in court or other proceedings under an Act, gives false testimony or conceals the truth is subject to imprisonment for up to three years.

School allowance

may be awarded to a student temporarily experiencing a difficult financial situation due to a random event. A school allowance may be awarded once or several times in a year, regardless of any school scholarship received.

A random event is an external event affecting the eligible person that could not have been foreseen or prevented (e.g. a natural disaster, or the death or illness of one of the parents).

A school allowance may be awarded in the event of::

  1. the death of a parent or legal guardian,
  2. a natural disaster,
  3. burglary,
  4. a sudden illness in the student’s family,
  5. other special circumstances.

Applications for a school allowance must be submitted within no more than two months of the occurrence of the event justifying the award of the allowance.
