Let us remind you. On May 31, the Paid Parking Zone office began operating in Bolesławiec. It is located in the City Center Gallery at 1 Asnyka Street, on the first floor. The Mayor of the City is authorized to limit the operating hours of the paid parking zone throughout the entire area or part of it in connection with state ceremonies, events organized or patronized by the city of Bolesławiec, and road construction or renovation works.In the city center, the capacity of street infrastructure has practically been exhausted, while further expansion of street cross-sections is either impossible or socially unacceptable. Alongside increased traffic volume, the development of motorization has led to an overall increase in mobility, resulting in traffic congestion. Introducing a paid parking zone is a way to alleviate these problems. Paid parking zones are established in areas characterized by a significant shortage of parking spaces and justified by traffic-management needs, in order to increase vehicle turnover, particularly to limit vehicle access to the area, thereby giving preference to free public transport and implementing local anti-smog policy.

What will be the parking rates for motor vehicles? Parking rates in the paid parking zone, in designated spaces, from Monday to Friday, except public holidays:
  1. up to half an hour – PLN 1;
  2. for the first hour – PLN 3;
  3. for the second hour – PLN 3.60;
  4. for the third hour – PLN 4.30;
  5. for the fourth and each subsequent hour – PLN 3.
What are the hours during which charges apply in the paid parking zone? Charges apply on working days, Monday to Friday, from 8:00 a.m. to 6:00 p.m.
Are monthly or annual permits available for Bolesławiec residents? Yes. Monthly and annual permits for parking motor vehicles in the paid parking zone are available to residents:
  1. a Bolesławiec resident’s periodic permit, for a user of a vehicle with a maximum authorized gross weight of up to 3.5 tonnes – for one month – PLN 20, for one vehicle. The vehicle owner who is registered in the city of Bolesławiec or settles personal income tax indicating a place of residence in Bolesławiec is entitled to purchase and use it;
  2. a Bolesławiec resident’s periodic permit, for a user of a vehicle with a maximum authorized gross weight of up to 3.5 tonnes – for 12 months – PLN 200, for one vehicle. The vehicle owner who is registered in the city of Bolesławiec or settles personal income tax indicating a place of residence in Bolesławiec is entitled to purchase and use it.
Is a permit available for people who are not Bolesławiec residents? Yes. A periodic permit for any road user who uses a vehicle with a maximum authorized gross weight of up to 3.5 tonnes costs PLN 240 for one month, for one vehicle.
Will it be possible to purchase a bearer permit? Yes. A periodic bearer permit has been introduced for a user of a vehicle with a maximum authorized gross weight of up to 3.5 tonnes; the cost for one month is PLN 600.
Who does not have to pay in the paid parking zone (zero rates)? Zero rates apply to:
  1. residents of the paid parking zone, exclusively on the street where the resident is registered or lives, or on a directly adjacent street, on the basis of a resident parking identification card;
  2. holders of a parking card within the meaning of the Road Traffic Act, issued to a person with a disability, if the vehicle displaying the parking card is parked in a designated and appropriately marked space;
  3. drivers of marked municipal service vehicles and vehicles of services responsible for the city’s technical infrastructure while performing official duties; the vehicles of the above-mentioned services must be marked in accordance with the Road Traffic Act;
  4. vehicles supplying commercial premises located on public roads within the paid parking zone, during deliveries for up to 30 minutes;
  5. taxis in spaces designated for them or while waiting for a customer, but for no longer than 10 minutes;
  6. permanently marked vehicles of institutions providing transport for people with mobility difficulties.
How long is the parking identification card valid, which entitles a resident to park free of charge on their “own” street or a directly adjacent street? A zone resident is entitled to park free of charge in the paid parking zone exclusively on the street where they are registered or live, or on a directly adjacent street, on the basis of a parking identification card issued for 12 months. In the case of temporary registration, it is issued for no longer than the period of temporary registration; if the title to the vehicle is time-limited, it is issued for no longer than the term of the agreement.
Will a resident entitled to free parking in the zone have to pay for a “resident parking identification card”? No. The “resident parking identification card” is free of charge. A handling fee of PLN 10 is charged for issuing a duplicate.
Does a zone resident who does not exercise the right to obtain a parking identification card or purchase a permit have to pay to park on their street? Yes. A zone resident who does not exercise the right to obtain a parking identification card or purchase a permit pays the applicable parking rates for motor vehicles.
What documents are required to obtain a “resident parking identification card”? A resident parking identification card is issued upon presentation of:
a) the vehicle registration certificate confirming ownership of the motor vehicle for which the card is to be issued; if the applicant is not listed on the registration certificate, a document confirming the right to use the vehicle or a vehicle purchase/sale agreement, only after it has been reported to the appropriate district governor, in accordance with Article 78(2) of the Road Traffic Act of June 2, 1997;
b) an identity document or another current document, valid on the date of purchasing the resident parking identification card, proving registration within the paid parking zone, subject to point c;
c) if a person lives within the paid parking zone in the Municipality of Bolesławiec without being registered there, they must document that they settle personal income tax indicating a place of residence within the Municipality of Bolesławiec and the paid parking zone by presenting one of the following documents for inspection:
  • the original first page of the previous year’s PIT return, certified by the relevant Tax Office in Bolesławiec with an appropriate stamp (e.g. an official receipt stamp); or, if the tax was filed online, a printed first page of the previous year’s PIT return together with a printed Official Confirmation of Receipt (UPO) and the generated reference number matching the UPO identifier. If the person applying for a resident parking identification card has not yet filed the previous year’s tax return, they may present for inspection a return for the year preceding the previous year, provided that the permit application is submitted no later than April 30 of the current year,
  • a certificate issued by the Tax Office confirming that the relevant tax return was filed in the previous year and indicating the area of the Municipality of Bolesławiec as the place of residence and tax filing.
What payment methods are available for parking? The parking fee in the paid parking zone can be paid by:
  1. purchasing a ticket at a parking meter using NBP coins in denominations of 10 groszy, 20 groszy, 50 groszy, PLN 1, PLN 2 and PLN 5, or an electronic payment card;
  2. paying using a mobile payment system;
  3. purchasing a resident parking identification card;
  4. purchasing a Bolesławiec resident’s periodic permit;
  5. purchasing a periodic permit for any road user;
  6. purchasing a periodic bearer permit.
When must the fee be paid? The fee for each parking session in the paid parking zone must be paid in advance, immediately and no later than within 5 minutes, without a request, upon occupying the parking space.
Is the fee for unused parking time refundable? No. The fee paid determines the length of the paid parking period, and the fee for unused parking time is non-refundable.
Is the vehicle registration number required for the vehicle whose parking is being paid for? Yes. When paying, the registration number of the vehicle for which parking is being paid must be entered. This requirement applies to all payment methods for parking in the paid parking zone.
Where should proof of payment be placed? Proof of payment, in the form of a valid ticket purchased at a parking meter, a valid resident parking identification card, a valid permit, or information confirming payment through a dedicated mobile application, must be placed immediately after occupying the parking space in a visible location behind the vehicle’s windshield, in a manner that leaves no doubt as to its validity, so that payment for parking and its duration are fully legible to paid parking zone inspectors.
Where should the parking card be placed? The parking card must be placed behind the windshield inside the vehicle immediately after parking, in a way that allows its contents and validity to be read without any doubt.
Will a ticket be valid throughout the paid parking zone? Yes. While valid, a ticket entitles its holder to park throughout the paid parking zone.
Will a parking meter malfunction exempt users from the obligation to pay? No. If a parking meter is found to be malfunctioning, the vehicle user must purchase a ticket at the nearest operational parking meter.
Why may an additional fee become payable? If no proof of payment for parking in the paid parking zone is found, the parking card has not been displayed as required, or the vehicle remains parked after the time shown on the parking meter printout or after the time paid for through a mobile payment system has elapsed, a paid parking zone inspector issues a notice informing the driver of the obligation to pay an additional fee. The notice is placed under the vehicle’s windshield wiper. This fact may be recorded in photographs.
How much is the additional fee for failing to pay for parking a vehicle in the paid parking zone? The additional fee for failing to pay for parking a vehicle in the paid parking zone is PLN 75.
When and where should the additional fee be paid? A person who receives an additional fee notice must pay it within 7 days. The payment date is the date on which the money is credited to the bank account of the Bolesławiec City Office indicated on the additional-fee payment demand.
Does losing the notice confirming parking without payment exempt a person from paying the additional fee? No. Loss, destruction or damage to the notice confirming parking without payment does not exempt a person from paying the additional fee. An unpaid additional fee is subject to enforcement under the provisions governing administrative enforcement proceedings.
Who may inspect whether parking has been paid for? Only persons authorized by the Mayor of Bolesławiec who hold an identification card may inspect whether parking has been paid for.
Does purchasing a ticket or permit entitle a person to reserve a permanent parking space? No. Purchasing a parking ticket or parking permit entitles a person to park in any publicly available parking space, but does not entitle them to reserve a permanent parking space and does not provide grounds for claims against the Bolesławiec City Office if no parking spaces are available.
Is it possible to obtain a duplicate permit card? Yes. A handling fee of PLN 10 is charged for issuing a duplicate permit card.
