In the city center, the capacity of street infrastructure has been virtually exhausted, while further expansion of street cross-sections is either impossible or socially unacceptable. In addition to increased traffic volumes, the growth of motorization has led to an overall increase in mobility, resulting in traffic congestion. Introducing a paid parking zone is one way to mitigate these problems. Paid parking zones are established in areas characterized by a significant shortage of parking spaces and justified by traffic-management needs, in order to increase the turnover of parked motor vehicles, particularly to limit vehicle access to the area and thereby give preference to free public transport and implement local anti-smog policy.

What will the parking fees for motor vehicles be? Parking fees in the paid parking zone, in a designated space, from Monday to Friday, excluding public holidays:
  1. up to half an hour – PLN 1;
  2. for the first hour – PLN 3;
  3. for the second hour – PLN 3.60;
  4. for the third hour – PLN 4.30;
  5. for the fourth and each subsequent hour – PLN 3.

Are parking subscriptions available for Bolesławiec residents? Yes. Monthly and annual subscriptions for motor-vehicle parking in the paid parking zone are available to residents:
  1. Bolesławiec resident monthly subscription, for a user of a vehicle with a permissible gross vehicle weight of up to 3.5 tonnes – for 1 month – PLN 20, for one vehicle. The vehicle owner who is registered in Bolesławiec or settles personal income tax indicating a place of residence in Bolesławiec is entitled to purchase and use it;
  2. Bolesławiec resident annual subscription, for a user of a vehicle with a permissible gross vehicle weight of up to 3.5 tonnes – for 12 months – PLN 200, for one vehicle. The vehicle owner who is registered in Bolesławiec or settles personal income tax indicating a place of residence in Bolesławiec is entitled to purchase and use it.
Is a subscription available for people who are not Bolesławiec residents? Yes. A monthly subscription for any road user who uses a vehicle with a permissible gross vehicle weight of up to 3.5 tonnes costs PLN 240 for one vehicle.
Can a subscription be purchased for the bearer? Yes. A monthly bearer subscription for a user of a vehicle with a permissible gross vehicle weight of up to 3.5 tonnes costs PLN 600.
Who does not have to pay in the paid parking zone (zero fees)? Zero fees apply to:
  1. residents of the paid parking zone, exclusively on the street where the resident is registered or lives, or on a directly adjacent street, upon presentation of a resident parking permit;
  2. holders of a parking card as defined by the Road Traffic Act, issued to a person with a disability, provided that the vehicle displaying the parking card is parked in a designated and appropriately marked space;
  3. drivers of marked municipal service vehicles and vehicles of services associated with the city’s technical infrastructure while performing official duties; the vehicles of these services must be marked in accordance with the Road Traffic Act;
  4. vehicles supplying commercial premises located on public roads within the paid parking zone, during deliveries for up to 30 minutes;
  5. taxis in spaces designated for them or while waiting for a customer, but for no longer than 10 minutes;
  6. permanently marked vehicles of institutions providing transport for people with disabilities who have difficulty moving.
How long is the resident parking permit that authorizes free parking on “their” street or a directly adjacent street valid? A zone resident is entitled to free parking in the paid parking zone only on the street where they are registered or live, or on a directly adjacent street, upon presentation of a resident parking permit issued for 12 months. In the case of temporary registration, it is issued for no longer than the temporary registration period; if the right to use the vehicle is time-limited, it is issued for no longer than the term of the agreement.
Will a zone resident entitled to free parking have to pay for a “resident parking permit”? No. The “resident parking permit” is free. A handling fee of PLN 10 is charged for issuing a duplicate.
Does a zone resident who does not use their right to obtain a parking permit or purchase a subscription have to pay for parking on their street? Yes. A zone resident who does not exercise the right to obtain a parking permit or purchase a subscription pays the applicable fees for motor-vehicle parking.
What documents are required to obtain a “resident parking permit”? A resident parking permit is issued upon presentation of:
a) the vehicle registration certificate confirming ownership of the motor vehicle for which the permit is to be issued; if the applicant is not listed on the registration certificate, a document confirming the right to use the vehicle or a vehicle purchase/sale agreement, only after it has been reported to the competent district governor in accordance with Article 78(2) of the Road Traffic Act of 2 June 1997;
b) an identity document valid on the date of purchasing the resident parking permit, or another document confirming registration within the paid parking zone, subject to point c;
c) if a person lives within the paid parking zone in the Municipality of Bolesławiec without being registered there, they must document that they settle personal income tax indicating their place of residence within the Municipality of Bolesławiec and the paid parking zone by presenting one of the following documents for inspection:
  • the original first page of the previous year’s PIT return, certified by the competent Tax Office in Bolesławiec with an appropriate stamp (e.g. an official receipt stamp), or, in the case of filing tax online, a printed first page of the previous year’s PIT return together with the printed Official Receipt Confirmation (UPO) and the generated reference number corresponding to the UPO identifier. If the person applying for a resident parking permit has not yet filed the tax return for the previous year, they may present for inspection a return for the year preceding the previous year, provided that the subscription application is submitted no later than 30 April of the current year,
  • a certificate issued by the Tax Office confirming that the relevant tax return was filed in the previous year and indicating the Municipality of Bolesławiec as the place of residence and tax filing.
What payment methods are available for parking? The parking fee in the paid parking zone can be paid by:
  1. purchasing a ticket at a parking meter using NBP coins in denominations of 10 groszy, 20 groszy, 50 groszy, PLN 1, PLN 2 and PLN 5, or an electronic payment card;
  2. paying via a mobile payment system;
  3. purchasing a resident parking permit;
  4. purchasing a Bolesławiec resident subscription;
  5. purchasing a subscription for any road user;
  6. purchasing a bearer subscription.
When must the fee be paid? The fee for each period of parking in the paid parking zone must be paid in advance, immediately and no later than within 5 minutes, without a summons, upon occupying the parking space.
Is the fee for unused parking time refundable? No. The fee paid determines the length of the paid parking period, and the fee for unused parking time is non-refundable.
Is the vehicle registration number required for the vehicle whose parking is being paid for? Yes. When paying, the registration number of the vehicle whose parking is being paid for must be entered. This requirement applies to all forms of payment for parking in the paid parking zone.
Where should proof of payment be placed? Proof of payment, in the form of a valid ticket purchased at a parking meter, a valid resident parking permit, a valid subscription, or information that payment is being made via a dedicated mobile application, must be placed immediately after occupying the parking space in a visible position behind the vehicle’s windshield, in a way that leaves no doubt as to its validity, so that the payment and parking period are fully legible to paid parking zone inspectors.
Where should the parking card be placed? The parking card must be placed behind the windshield inside the vehicle immediately after parking, in a way that allows its contents and validity to be read without any doubt.
Will a ticket be valid throughout the paid parking zone? Yes. While valid, a ticket authorizes parking throughout the paid parking zone.
Will a parking meter malfunction exempt someone from paying the fee? No. If a parking meter is found to be malfunctioning, the vehicle user must purchase a ticket at the nearest functioning parking meter.
For what reason may an additional fee become payable? If there is no proof of payment for parking in the paid parking zone, if the parking card has not been displayed as required, or if a vehicle remains parked after the time indicated on the parking meter printout or after the time paid for through a mobile payment system has elapsed, a paid parking zone inspector issues a notice informing the driver of the obligation to pay an additional fee. The notice is placed under the vehicle’s windscreen wiper. This may be documented with photographs.
How much is the additional fee for failing to pay for parking in the paid parking zone? The additional fee for failing to pay for parking in the paid parking zone is PLN 75.
When and where is the additional fee paid? A person who receives an additional fee must pay it within 7 days. The date of payment is deemed to be the date on which the payment reaches the bank account of Bolesławiec City Hall indicated in the demand for payment of the additional fee.
Does losing the notice confirming parking without payment release someone from the obligation to pay the additional fee? No. Loss, destruction or damage to the notice confirming parking without payment does not release a person from the obligation to pay the additional fee. An unpaid additional fee is subject to enforcement under the regulations governing administrative enforcement proceedings.
Who may inspect whether parking has been paid for? Only persons authorized by the Mayor of Bolesławiec who possess an identification card may inspect parking payments.
Does purchasing a ticket or subscription entitle someone to reserve a permanent parking space? No. Purchasing a parking ticket or subscription authorizes parking in any publicly available parking space, but does not entitle the holder to reserve a permanent space and does not constitute grounds for claims against Bolesławiec City Hall if no parking spaces are available.
Is it possible to obtain a duplicate subscription card? Yes. A handling fee of PLN 10 is charged for issuing a duplicate subscription card.
Is it possible to limit the operating hours of the paid parking zone? Yes. The Mayor of the City is authorized to limit the operating hours of the paid parking zone throughout the entire area or part of it in connection with state ceremonies, events organized or patronized by the city of Bolesławiec, and ongoing road construction or renovation works.
