The website of the Zgorzelec County Office published a statement by the head of the Zgorzelec County Board, Artur Bieliński, concerning the dismissal of hospital director Zofia Barczyk:
The National COVID-19 Vaccination Programme, adopted by the Government of the Republic of Poland in December 2020, established the order of COVID-19 vaccinations. The so-called “Group 0”, given priority access to the vaccine, included healthcare-sector workers, employees of Residential Care Homes and Municipal Social Welfare Centres, as well as auxiliary and administrative staff at medical facilities, including sanitary and epidemiological stations.
In a letter dated 5 January 2021, the Director of the Multispecialist Hospital – Independent Public Healthcare Facility in Zgorzelec stated that on 30 December 2020 the hospital had received 375 doses of the COVID-19 vaccine. She also reported that the vaccines’ expiry date was 3 January 2021 at 10:00, while the injections were administered between 30 and 31 December 2020. All vaccine doses were used during that period.
At the same time, between 30 and 31 December 2020, the list of people from “Group 0” willing to be vaccinated included 500 employees of the Zgorzelec hospital. Despite declaring their willingness to be vaccinated, they were not even informed that they could receive a dose during that period. The same applies to employees of Residential Care Homes, pharmacies, Non-Public Healthcare Facilities, Municipal Social Welfare Centres, County Family Support Centres, medical supply shops and medical university students.
Meanwhile, people from outside “Group 0” were vaccinated using the doses received. This was contrary to the National Vaccination Programme, which until 6 January did allow family members of healthcare workers and hospital patients to be vaccinated, but ONLY if there was insufficient interest from medical staff and other occupational groups eligible for “Group 0”.
This conduct, which during the ongoing pandemic must be assessed as improper and violating the principle of equal access to vaccinations, formed the basis for the Zgorzelec County Board’s resolution to dismiss Zofia Barczyk from the position of Director of the Multispecialist Hospital – Independent Public Healthcare Facility in Zgorzelec.
At the same time, the Zgorzelec County Board is awaiting the outcome of the inspection conducted by the National Health Fund.
