On 1 January 2021, two organizational units of the Bolesławiec municipal commune will probably merge: the Municipal Social Welfare Centre and the Daily “Senior+” Home. As stated in the draft resolution on the matter, the Home will be incorporated into the organizational structure of the Bolesławiec MOPS, but will retain its current name.
What is the reason for merging these two units?
Here is the justification for the draft resolution:
Under the Social Welfare Act, people who, due to age, illness or disability, require partial care and assistance in meeting essential living needs may be granted care services and specialist care services or a meal provided at a support centre. A support centre may include, among others, a day-care home or a self-help club.
The development of various forms of day and round-the-clock, temporary and permanent care, adapted to the diverse needs of dependent older people, falls within the third area of the “Social Policy for Older People 2030,” which concerns the creation of a network of community-based and institutional services provided to dependent older people, including the creation of conditions enabling older people to use their potential as active participants in economic life and the labour market, adapted to their psychophysical abilities and family situation.
A support centre is an organizational unit of social welfare providing day care. Pursuant to Article 111 of the Social Welfare Act, a commune may establish organizational units, such as support centres, and combine them with a social welfare centre. In the event of a merger, the support centre operates within the structure of the Municipal Social Welfare Centre.
Support in the form of a stay at a day-care home is granted by an administrative decision. For a stay at a day-care home, the resident is required to pay a fee in the amount established by a resolution of the commune council.
Providing benefits in the form of participation in self-help club activities does not require an administrative decision. Participation in the activities is free of charge.
In both a day-care home and a self-help club, participants may receive meals and care services subject to partial payment.
Taking into account the legal possibility of merging the Municipal Social Welfare Centre in Bolesławiec and the Daily “Senior+” Home in Bolesławiec, which, in the opinion of the person presenting the draft, will have a positive impact on the management and organization of the above-mentioned units, adoption of the resolution is justified.
