The incident occurred in Wojcieszyce (Stara Kamienica commune, Jelenia Góra County). Traffic police stopped a cyclist there for inspection. “The way he was riding indicated that he might be under the influence of alcohol,” explains junior warrant officer Aleksandra Pieprzycka of the Provincial Police Headquarters in Wrocław.
The cyclist turned out to be a 46-year-old resident of Jelenia Góra County. The smell of alcohol was clearly noticeable on him. As it turned out, the man was completely drunk; a test showed 2 per mille. The offender was fined 500 zlotys.

The man was very surprised that the police had fined him. He was riding in a reflective vest and claimed that this entitled him to ride while drunk because everyone could see him.
She adds:
Let us recall: the applicable legal regulations prohibit riding a bicycle while intoxicated, after consuming alcohol or a substance acting similarly to alcohol.
