Councillors resolved that the municipal waste management fee for properties inhabited by residents shall be the product of the number of residents living on the property and a rate of PLN 26 per person. The Council also set an increased municipal waste management fee of PLN 52 for each person living on the property if the property owner fails to fulfil the obligation to collect municipal waste selectively.
The resolution provides for a partial exemption from the municipal waste management fee for owners of properties with single-family residential buildings who compost biodegradable municipal waste in a home composter, proportionally to the reduction in the costs of managing waste from households, i.e. PLN 1.00 per resident.
The resolution enters into force on 1 January 2021. The projected costs of operating the waste management system in 2021 amount to PLN 10,300,378. In Bolesławiec, the number of people declaring that municipal waste is generated on their properties is 32,067. A fee of PLN 26 per resident will ensure that the system is financially balanced. The new powers of the Municipal Police will intensify efforts to tighten the municipal waste management system and verify all people living within the Municipality of Bolesławiec.
The municipality covers the costs of operating the municipal waste management system from the fees collected. These include the costs of collecting, transporting, sorting, recovering and disposing of municipal waste; establishing and maintaining selective municipal waste collection points; administering the system; and environmental education on the proper handling of municipal waste. The municipality also covers from the fees collected the costs of equipping properties with municipal waste containers; maintaining the containers in proper sanitary, orderly and technical condition; removing municipal waste from places not intended for its disposal or storage; and disposing of all types of municipal waste.
In 2013–2018, revenue from the municipal waste management fee fully covered expenditure on operating the municipal waste management system. In 2019, expenditure exceeded revenue by PLN 2,172,250.01. Therefore, in order to ensure the efficient operation of the waste management system, it became necessary to recalculate the municipal waste management fee. Bringing the fee and system operating costs into balance requires adjusting the municipal waste management fee to a realistic level.
