Jarosław Kowalski served on the Bolesławiec City Council during its 4th, 5th, 6th, 7th and current 8th terms. Since 2014, he had served as chairman of the Bolesławiec City Council. Jarosław Kowalski’s resignation from his council seat is connected with his taking up the position of president of Zakład Energetyki Cieplnej Sp. z o.o. in Bolesławiec. The changes at ZEC are connected with the end of the five-year term of the outgoing president, Rafał Koronkiewicz. On 31 August, the Supervisory Board of ZEC Sp. z o.o. appointed Jarosław Kowalski president of the management board effective 1 September 2020. The term of the ZEC Management Board lasts five consecutive years.
Jarosław Kowalski – Master’s degree in business management, civil engineer. Graduate of the MBA in Community Management programme at the Krakow University of Economics, KSB UEK. He graduated from Wrocław University of Science and Technology, the University of Wrocław (postgraduate studies in Commercial and Business Law), AGH University of Science and Technology in Krakow (postgraduate studies in Environmental Management Instruments and Techniques), and the Ceramic Technical School in Krotoszyn. Until now, he worked as director for development and operations at MZGK in Bolesławiec.
Additional authorisations, qualifications and skills: State Course and Examination for Supervisory Boards of JSSP, MSP-Warsaw, 2003; Internal Auditor of an Integrated Management System according to ISO 9001:2008, ISO 14001:2004, ISO 18001:2004 and OHSAS 18001:2007 standards; manager of EU RPO WD 2007–2013 and RPO WD 2014–2020 projects; member of the Assembly of the “Bóbr” Intermunicipal Association in Bolesławiec since 2010; member of the Social Supervisory Board of the District Hospital in Bolesławiec since 2014; member of the Assembly of the “Kwisa” Municipalities since 2014; deputy chairman of the Supervisory Board of Zakład Oczyszczania Miast Spółka z o.o. in Lwówek Śląski, 2013–2016; chairman of the Supervisory Board of MegaSerwis Sp. z o.o. in Bogatynia, a company of PGE Polska Grupa Energetyczna S.A., 2016–2018; chairman of the Supervisory Board of Koleje Dolnośląskie S.A. in Legnica since 2018.

I sincerely thank you for the trust placed in me during elections for successive terms on the Bolesławiec City Council. I have had the honour and pleasure of working for our city and the people of Bolesławiec since 2002, with particular concern for the affairs of older people, people with disabilities and those needing social assistance, as well as engaging in matters concerning Bolesławiec’s development.
I am proud to have had the opportunity to chair the City Council, whose aim is to serve residents and address their problems, while at the same time creating local law in a substantive manner and in accordance with the law. I thank the councillors and employees of the City Office. I extend special thanks to the employees of the Council Office for their professional preparation of materials for City Council sessions and committee meetings.
I extend particular thanks to the Mayor of Bolesławiec, Mr Piotr Roman, for our very good and substantive cooperation, always based on the well-being of residents and the development of our city and our community.
