During the April session of the Bolesławiec City Council, Mayor Piotr Roman returned to the issue of the distinctive ZEC pipes running along Wróblewskiego Street.

“As far as ZEC is concerned, I will say right away that the CEO will eventually go underground,” said Piotr Roman. “In other words, soon we will no longer have to look at the pipes, which were one of the characteristic sights in our city,” the mayor explained.

Are the jokes about the CEO’s actions a veiled criticism?

For decades, the above-ground pipes running along Wróblewski Street have disfigured one of Bolesławiec’s main streets. They are not the most attractive feature greeting passing tourists. During the 2024 election campaign, Jarosław Kowalski promised to resolve the matter quickly. A year ago, we raised the issue in an article: The pipes are still an eyesore, although they were supposed to be buried. Two years have passed since the election and the ZEC CEO’s promise, yet the pipes remain just as unsightly.

Perhaps Mayor Roman expressed his impatience with his subordinate CEO in this unusual way during the latest session?

On the official website of the Zakład Energetyki Cieplnej, on April 21—one day after our inquiry on the matter—information about the planned investment was published:

The construction site for the heating network on Wróblewski Street in Bolesławiec has been handed over.

On April 14, 2026, the construction site at Wróblewski Street in Bolesławiec was handed over for the investment. The project involves eliminating the traditional above-ground network and constructing a modern underground network using pre-insulated pipes equipped with alarm wires. A temporary network will be built for the duration of the works to transmit domestic hot water.

The contractor for the network modernization is ZIB ELTOR Spółka z o.o. from Lubań.

The deadline for completion of the works under the signed agreement is August 31, 2026.
