General Directorate for National Roads and Motorways:

The A4 motorway from Wrocław to Krzyżowa does not fully meet the technical requirements set for motorways. It has no emergency lane, which is present only on short sections, there are no Traveller Service Areas, and the geometry of most interchanges is not adapted to current standards. Traffic volume, increasing year by year, reaches more than 100,000 vehicles per day at critical times. Accidents, collisions or breakdowns create traffic jams several kilometres long, making it difficult for drivers to travel quickly.

Therefore, GDDKiA stresses, expanding the motorway is a priority. There are three options:

  • option I – expansion of the existing motorway from the Wrocław Wschód interchange (excluding the interchange) to the Krzyżowa interchange (excluding the interchange) to a 2 x 3 lanes + emergency lane cross-section, as follows: construction of one carriageway (3 traffic lanes + emergency lane) parallel to the existing A4, then transferring traffic onto the newly built carriageway, demolition of the old surface (the two existing carriageways), and construction of a second new carriageway in its place (3 traffic lanes + emergency lane); the option is presented in one corridor
  • option II – construction of the A4 motorway with 2 x 3 traffic lanes + emergency lane in a new corridor running south from the vicinity of the Wrocław Wschód interchange to an interchange with the existing A4 at the level of Legnica, and expansion of the A4 motorway along its existing route on the Legnica–Krzyżowa section (in accordance with option I); the option is presented in three corridors
  • option III – construction of the A4 motorway with 2 x 3 traffic lanes + emergency lane in a new corridor running south from the vicinity of the Wrocław Wschód interchange to the Krzyżowa interchange (excluding the interchange); the option is presented in three corridors.

The last one assumes, that the motorway will completely bypass Legnica. The city authorities do not agree to such a solution and are seeking the selection of one of the first two options.
