As we read in the Wrocław-based service wyborcza.pl:

The Voivodeship Administrative Court in Warsaw will decide whether Koleje Dolnośląskie will have to pay for using the following stations: Wrocław Główny, Wałbrzych Główny, Jelenia Góra and Legnica, which are managed by PKP SA. The president of the Office of Rail Transport ordered the Lower Silesian carrier to pay.

Gazeta Wrocławska, in turn, reports that Gazeta Wrocławska:

According to PKP SA’s expectations, the fee would be charged for every time a train stops at a station. The amount depends, among other things, on the station category and the number of train stops. Koleje Dolnośląskie calculated that it would have had to pay PLN 2,350,000 for 2019.

If the court rules in favor of PKP S.A., ticket prices will rise significantly, and some connections could even be discontinued.
