The organiser of the European Song Contest is Bolesławiecki Ośrodek Kultury-Międzynarodowe Centrum Ceramiki.
The application form with attachments (including the song lyrics) must be delivered in person no later than 26 April 2019 to the BOK–MCC secretariat at 1 J. Piłsudskiego Square in Bolesławiec. The backing track must be provided to the organiser by 26 April 2019 on a USB drive or sent to akustyk@bok.bolesławiec.pl by email with the following note: European Song Contest, participant’s first and last name, and category.

The contest will take place in the amphitheatre during the European Picnic, held to mark the 15th anniversary of Poland’s accession to the European Union, in harcmistrz Hubert Bonin Park on Tyrankiewiczów Street, on Wednesday, 1 May 2019.
Soloists who are primary school or secondary school students, as well as adults, may participate in the contest. Participants must prepare one song in a selected EU language; the songs must be carefully chosen with regard to their lyrics. Participants will perform with their own backing track in MP3 format or with an accompanist.
A committee appointed by the organiser will evaluate the participants according to the following criteria:
Language
- language proficiency
- knowledge of the vocabulary used in the lyrics
Musical
- vocal ability
- musicality
- choice of repertoire
- overall artistic expression
