The Council reviewed information on the state of public order and safety in 2018:

  • the District Police Commander
  • the District Prosecutor
  • the District Sanitary Inspector
  • the Provincial Sanitary Inspector regarding inspections of entities located in the city that cannot be inspected by the District Sanitary Inspector
  • the District Commander of the State Fire Service.

The information also included a report on the activities of the Municipal Police.

The councillors adopted resolutions on establishing the network plan and defining the boundaries of the districts of public primary schools in the Bolesławiec urban municipality from September 1, 2019. Further resolutions concerned the transformation of schools.

As of September 1, 2019, Primary School No. 2, located at 2 Juliusz Słowacki Street, with educational, instructional and care activities conducted at 2 Juliusz Słowacki Street and 5 Bielska Street, was transformed into Primary School No. 2, located at 2 Juliusz Słowacki Street. The property of the school facility at 5 Bielska Street will be transferred, in accordance with the applicable legal provisions, to Primary School No. 4. Also as of September 1, 2019, Primary School No. 4, located at 12 Mikołaj Brody Street, with educational, instructional and care activities conducted at 10 Mikołaj Brody Street, was transformed into Primary School No. 4, located at 12 Mikołaj Brody Street, with educational, instructional and care activities conducted at 10 Mikołaj Brody Street and 5 Bielska Street.

The councillors adopted a resolution granting a tenant priority in purchasing real property owned by the Bolesławiec urban municipality. The Council adopted amendments to the Multiannual Financial Forecast of the Bolesławiec urban municipality and to the city budget for 2019. Following the amendments, the budget revenue plan amounts to PLN 184,908,274, including current revenue of PLN 162,658,601 and property revenue of PLN 22,249,673.

The expenditure plan following the amendments amounts to PLN 180,241,681.38, including current expenditure of PLN 161,188,249.28 and property expenditure of PLN 19,053,432.10.

The Council did not approve a 99% reduction of the one-off fee for transforming the perpetual usufruct of land developed for residential purposes, owned by the Bolesławiec urban municipality, into ownership of that land.

The Council set a 60% reduction of the one-off fee for transforming the perpetual usufruct of land developed for residential purposes, owned by the Bolesławiec urban municipality, into ownership of that land, along with the conditions for granting it, pursuant to the Act of July 20, 2018. The 60% reduction is at the level of the highest reduction provided by the legislature for State Treasury land.

The Council did not adopt an amendment to Resolution No. XLVII/400/02 of the Bolesławiec City Council dated February 26, 2002, concerning the principles governing real property owned by the Bolesławiec urban municipality.

The voting on the resolutions was preceded, among other things, by information from the Mayor of the City and the Chair of the City Council about significant activities undertaken during the period between sessions.
