The change to summer time always takes place on the last Sunday in March. In 2019, the change from winter time to summer time will take place during the night of March 30–31.
This weekend will therefore be one hour shorter. However, there is a chance that this confusion will soon end. WP:
The time change will be abolished in 2021. This scenario is provided for by a draft directive that the European Parliament voted on Tuesday, March 26. Under its provisions, member states will decide by April 2020 which time they will adopt permanently, and in March or October 2021 they will set their clocks for the last time.
