Infrastructure Ministry:

The amendment to the regulation on road signs and signals and to the regulation on detailed technical conditions for road signs and signals, road traffic safety devices and the conditions for their placement on roads is intended to distinguish signage for average-speed enforcement from point speed measurement.

The new D-51a sign, “automatic average-speed enforcement,” will indicate the section of road covered by average-speed enforcement, while the D-51b sign, “end of automatic average-speed enforcement,” will indicate the end of that section.

In addition, a miniature B-33 sign indicating the permitted speed on the measured section will be placed on the D-51a sign.

Currently, the D-51 sign is used both for point speed measurement and for average-speed enforcement. Average-speed enforcement is indicated by placing a T-1a supplementary plate below the D-51 sign, showing the length of the measured section. This does not provide sufficient information about the presence of such speed measurement on the road. Hence the need to provide drivers with more precise information about a method of measurement that differs from the usual one.

The draft regulation also extends the use of the T-1a plate to indicate the distance from the information sign to the beginning of the road section covered by the measurement. This solution will allow an additional D-51a sign with a T-1a plate to be placed before the beginning of a road section subject to speed enforcement when the beginning of that section is in a place with limited visibility, for example because of the road’s geometry or objects located in its immediate vicinity.

The draft amendments to the regulations have been submitted for public consultation and interministerial coordination. The new provisions will enter into force 14 days after their publication in the Journal of Laws.
