One of the items on the agenda of the January session of the Bolesławiec City Council was a vote on the draft resolution concerning the city budget for 2019.

The city budget draft and the opinion of the Regional Chamber of Audit were presented to the councillors by the City Treasurer, Mirosława Mitek. (Details concerning the budget are available on the municipal office's website.)

After the committee positions were presented, the club leaders took the floor. Szymon Pogoda, head of the Law and Justice councillors' club, mentioned that Law and Justice had requested that three proposals be included in the budget draft, but had received no response. He also said that the draft did not include such an important social project as the construction of a nursery.

He announced that, despite these comments, the Law and Justice councillors would not vote against the budget resolution, but would abstain.

The head of Impuls Miasta, Maciej Małkowski, spoke in a similar vein. He also mentioned the nursery and the fact that the mayor had so far not formally responded to the issue, which had been raised by Impuls.

But he also added that the budget draft “meets many important and significant areas of the city's operations,” so the club would also abstain.

The head of the new club on the Council, called Bezpartyjni i Ziemia Bolesławiecka, Łukasz Jaźwiec, said instead that this was a very good budget, continuing a good idea for the city. He also said that the strong support for Mayor Piotr Roman in the local elections was, after all, also support for the new budget. The BiZB chairman added that it was a safe budget, ensuring financial stability and responsibility.

Piotr Roman addressed the opposition councillors. He explained that, due to procedural requirements, it had been impossible to include the opinions of councillors from the new term in the resolution draft in question. He added that if spending in the budget is to be increased, a source of financing must be indicated.

“I know that it is very easy to point out things that have not been done in Bolesławiec,” the mayor noted. He stated that the budget is a “compromise between possibilities and dreams” and that it had been prepared “in accordance with one's conscience.”

A short while later, another break was called. Afterwards, local government officials from the urban municipality (P. Roman and his deputies: Iwona Mandżuk-Dudek and Kornel Filipowicz) spent a considerable amount of time explaining the doubts of councillor M. Małkowski. Jarosław Kowalski, meanwhile, responded to S. Pogoda's allegations.

Also speaking was Marian Kostecki, a member of Gowin's Agreement and a councillor from the Law and Justice club, who stressed that he had read the budget repeatedly and decided to vote differently from his club, that is, in favour of the budget.

The councillors adopted the resolution by 12 votes in favour. Six councillors abstained.
