Operation Winter. Where to seek help? Bolesławiec City Hall informs people in need whom they can turn to for help this winter.

Municipal Social Welfare Centre in Bolesławiec

  1. Homeless people can use the 24-hour shelter for men run by the Polish Red Cross, located in Bolesławiec at al. Tysiąclecia 32 d/4 (the shelter has 35 places; under the agreement, 18 places are guaranteed for residents of Bolesławiec and 17 for residents of the Rural Commune). People staying there are provided with:
    • a roof over their heads
    • full board
    • clothing, underwear, cleaning products and personal hygiene products
    • if necessary, targeted benefits to purchase medicines
    The shelter’s operations are co-financed from the budgets of the Urban Commune of Bolesławiec and the Rural Commune of Bolesławiec:

  2. to ensure heating during the winter, people and families unable to meet these needs on their own can receive targeted benefits and material assistance from the Centre to purchase fuel or pay gas and electricity heating bills for the 2018/2019 heating season
  3. residents of Bolesławiec can replenish their clothing free of charge at the Centre, which also provides financial assistance in the form of permanent, periodic and targeted benefits intended for the purchase of footwear, underwear, winter clothing and medicines
  4. elderly and lonely people and people with disabilities who, for various reasons, require assistance from others receive help at their place of residence in the form of care services, specialist care services and specialist care services for people with mental disorders. These services cover everyday living needs, including hygiene care and care recommended by a doctor.   5. pursuant to the resolution of the Bolesławiec City Council of 29 January 2014 on increasing the income criterion entitling people to support under the multiannual programme supporting the financial assistance of communes in providing meals, “State Assistance in Providing Meals”, for 2014–2020, and the conditions for charging fees for the assistance granted, as well as the Council of Ministers’ resolution of 10 December 2013 on establishing the multiannual programme supporting the financial assistance of communes in providing meals, “State Assistance in Providing Meals”, for 2014–2020, the Municipal Social Welfare Centre in Bolesławiec provides assistance—in close cooperation with teachers at primary, lower-secondary and upper-secondary schools and school canteen operators—in the form of paying for school lunches for pupils from the poorest and low-income families.
    Adults also receive assistance in the form of a hot meal, provided through the purchase of meals in school canteens or targeted benefits to purchase a meal or food.
    Assistance is also provided, on the basis of an administrative decision, particularly to people with disabilities who lack kitchen facilities, in the form of purchasing and delivering a hot meal to their place of residence.
  6. at the Parish of the Assumption of the Blessed Virgin Mary and St Nicholas—the Bolesławiec Marian Basilica, 3 Kościelna Street, 59-700 Bolesławiec (tel. 75 646 63 50, 75 646 63 51, 75 646 63 52, 75 646 63 53; www.sanktuarium.boleslawiec.pl), there is a Caritas centre with which the Centre closely cooperates in implementing the Operational Programme Food Aid 2014–2020. Assistance under the programme is directed to people and families who, due to low incomes, cannot provide themselves or their families with adequate food products and are in the most difficult situation, as defined by the conditions set out in Article 7 of the Social Assistance Act and by income levels in relation to the percentage value of the income criterion specified in the Social Assistance Act, namely:
    • for a person running a household alone: PLN 634 x 200% = PLN 1,268
    • for a person in a family: PLN 514 x 200% = PLN 1,028
    As part of the Programme, people and families meeting the above criteria receive food products free of charge.
  7. In the city centre, by the Church of Our Lady of Perpetual Help in Bolesławiec, at Zamkowy Square (telephone 75 735 11 10), there is a parish canteen where people and families can receive support in the form of a hot meal and dry provisions
  8. A street worker employed by the Centre works among homeless people, reaching them directly and establishing contact with beneficiaries in their own environment. The worker operates on streets, at railway stations, in parks and allotment-garden areas—wherever people in need of help may stay—monitoring environments requiring support
  9. The Centre regularly cooperates with the police and municipal police to monitor at-risk environments, informs people about forms of assistance and the rules for receiving it, and encourages them to seek shelter in facilities
  10. Through cooperation with the media and by putting up 40 posters in places identified as those where homeless people, elderly people and people with disabilities most often stay, the Municipal Social Welfare Centre disseminates information about institutions providing assistance to people in need (e.g. ZUS, medical clinics, PKP and PKS stations, TPD and others)
  11. Social work carried out by social workers:
    • providing information about the possibility of obtaining shelter in the shelter located in Bolesławiec
    • talking with mothers about clothing children appropriately for the season, and with elderly people about remaining in their homes during severe frosts
    • assistance and mediation in handling various matters at offices, including submitting applications for the allocation of social housing, and at gas and electricity utilities, to enable bills to be paid in instalments during the winter or to prevent meters from being disconnected because poor families have not paid their dues
    • handling matters related to confirming the right to publicly funded healthcare benefits
    • establishing and maintaining contact with immediate family
    • completing documents for long-term care facilities
    • help in finding employment
    • help in obtaining an identity card
    • encouraging and motivating people to undertake addiction treatment and maintain abstinence.

Municipal Police in Bolesławiec

As every year, patrols are planned to identify places where homeless people stay and provide any necessary assistance. Patrols will take place every day in the morning and evening.
