What changes await employment offices? They are to become more flexible when it comes to helping the unemployed, meaning they will respond more quickly to changes in the labour market. As we read on money.pl:
Today, employment offices primarily register people who face the greatest difficulties finding work—that is, the long-term unemployed. One in two registered people has been without work for years, one in three has no professional qualifications, and one in five has no work experience. The unemployed often live in poorly industrialised areas that have been enclaves of unemployment for years.
The law assumes that officials should focus on these people first. People without professional qualifications will have priority access to training.
How can emigrants be encouraged to return to Poland?
The ministry's draft provides for allowing them to take out a loan to start a business without having to register with employment offices.
Will benefits be higher?
Yes, but only for those with at least a 30-year qualifying period. Unemployed people meeting this condition could receive an increase to 130% of the basic benefit.
The end of the Voluntary Labour Corps?
Money.pl:
It is quite likely that the Voluntary Labour Corps, which have existed continuously since 1958 and refer back to a pre-war organisation whose aim was to provide young people with the opportunity to gain knowledge and professional experience simultaneously, will become a thing of the past. [...] The Supreme Audit Office examined them and reached highly critical conclusions. Only one in two participants had a job, more than half were registered as unemployed, and over 15% received social assistance.
The OHP will be transformed into PCAM, the State Centre for Youth Activation. It will support young people aged 14–29, thus covering more beneficiaries than the Corps.
Parliamentary work on the law is to begin in autumn, and the provisions themselves will probably enter into force on 1 January 2019. Details at money.pl.
