The competition aims to provide grants for projects involving the production of electricity and the connection of these sources to the electricity grid, consisting of the installation of photovoltaic microinstallations in single-family homes. The project is overseen by OTS Wolna Przedsiębiorczość – Centrum Technologii Energetycznych. It is an independent engineering organisation specialising in photovoltaic technologies, with its own PV research facilities as well as testing and demonstration facilities and installations.
The project is intended for residents who own or co-own a single-family home located within the city of Bolesławiec and who, thanks to the project, will be able to significantly reduce their electricity bills.
Approximately PLN 1.2 million has been allocated for grants and will fund around 40 installations in Bolesławiec. In accordance with the project assumptions, PV systems will have to meet not only the additional requirements applicable to projects supported by EU funds, but also enhanced technical and energy, efficiency, and location and construction requirements.
The grant competition and call for applications will be launched in November. During this period, an information point will be available at Bolesławiec City Hall, providing all information concerning the project. Even earlier, in response to numerous questions and requests from residents, support will be launched in the form of preliminary on-site verification by PV experts of the buildings reported, regarding the feasibility of applying photovoltaic technology.
In addition, an information meeting for interested city residents will be organised in connection with the competition being launched. It will take place on 6 November 2017 at 4:00 p.m. in the conference room of the Bolesławiec Cultural Centre – International Ceramic Centre, 1c Piłsudskiego Square, Bolesławiec.
Residents of the Municipality may apply for a grant if they, among other things,
- own or co-own a single-family home located within the territory of the Bolesławiec Urban Municipality;
- are not in arrears with taxes payable to the municipality;
- have signed a comprehensive agreement for the sale of electricity and the provision of distribution services for the property (the owner or co-owner must be a party to the agreement);
- have the financial resources to carry out the entire project (funds in a bank account or a loan).
Grant funding for the installation of a photovoltaic system may be awarded if:
- it concerns a single-family home;
- the energy produced by the subsidised system will be used only for the needs of the household;
- the single-family home is equipped with a three-phase electrical installation;
- the single-family home is legally occupied within the meaning of construction law;
- a stable internet connection will be provided;
- the installation’s rated capacity is between 3 kWp and 10 kWp.
The following projects involving photovoltaic installations will receive preference:
- located on the roof of a single-family home;
- with a capacity of between 4.5 kWp and 6 kWp;
- for which increased energy-generation efficiency is planned;
- whose capacity will be matched to the household’s electricity needs;
- for which a lightning protection system has been or will be installed.
