Housing allowance is available to people who simultaneously meet the following three conditions:
- they hold a legal title to the flat they occupy or are waiting for a replacement or social housing unit to which they are entitled
- the average monthly income per household member during the three months preceding the date of submitting the application for a housing allowance does not exceed:
- for a person living alone (one-person household) – PLN 1,750.00 (gross)
- for a family of at least two people (multi-person household) – PLN 1,250.00 (gross)
- the occupied dwelling does not exceed the standard floor area in relation to the number of people living in it.

When submitting an application for a housing allowance, the applicant must attach a “Declaration of Income” for the period covering the three complete calendar months preceding the date of submission (e.g. for an application submitted in June, income for March, April and May must be documented). The applicant’s household income is calculated by adding all “gross” income of the people who permanently live with the applicant and form a joint household. Income means all revenue after deducting the costs of obtaining it and social insurance contributions.
The following are not included in income: material assistance benefits for pupils; allowances for complete orphans; one-off birth grants; child-birth allowances; assistance with meals and nursing allowances; temporary social assistance benefits; one-off cash benefits and benefits in kind from social assistance; housing allowance; energy allowance; the cash grant referred to in the provisions on cash grants for certain pensioners, disability pension recipients and people receiving a pre-retirement benefit or pre-retirement allowance in 2007; the cash benefit and financial assistance referred to in the Act of 20 March 2015 on anti-communist opposition activists and persons persecuted for political reasons; the child-rearing benefit (“500+”) referred to in the Act of 11 February 2016 on state assistance in raising children (Journal of Laws, item 195); the child-rearing allowance referred to in the Act of 9 June 2011 on supporting the family and the foster care system (Journal of Laws of 2015, item 332, as amended); and the nursing allowance paid together with a benefit from ZUS.
Applying for a housing allowance
Step 1 – obtain a housing allowance application from the Municipal Social Welfare Centre in Bolesławiec, located at 7 Cicha Street, or from www.mops.boleslawiec.pl.
Step 2 – have the application confirmed by the building manager (administrator). Among other things, they confirm the applicant’s legal title to the occupied premises, the usable floor area of the dwelling and its equipment with central heating, gas and centrally supplied hot-water installations.
Step 3 – attach documents confirming income received during the last three months to the housing allowance application, e.g. three pension slips, a certificate from ZUS or a certificate from the employer. In addition, attach all current decisions concerning benefits received from MOPS (family allowance, nursing benefit, permanent allowance, etc.) and the latest current electricity bill.
Step 4 – submit the application with its attachments to MOPS in Bolesławiec, at the Housing and Energy Allowances Section, 7 Cicha Street, Bolesławiec, ground floor, room 1.

Energy allowance
MOPS informs residents that people receiving a housing allowance may apply for a new benefit – a flat-rate energy allowance. The new benefit provides partial compensation for the costs of electricity.
The energy allowance is granted and paid in accordance with the provisions of the Act of 26 July 2013 amending the Energy Law Act and certain other acts (Journal of Laws of 2013, item 984, as amended).
To receive an energy allowance, three conditions must be met:
- Be a vulnerable electricity consumer, that is, a person who has been granted a housing allowance within the meaning of Article 2(1) of the Act of 21 June 2001 on housing allowances (Journal of Laws of 2013, item 966, as amended)
- Be a party to a comprehensive agreement or an electricity sales agreement concluded with an energy company
- Live at the location where electricity is supplied.
Pursuant to the Notice of the Minister of Energy of 13 April 2017, the energy allowance applicable from 1 May 2017 to 30 April 2018 for a household:
- headed by a person living alone is: PLN 11.22 per month
- consisting of 2 to 4 people is: PLN 15.58 per month
- consisting of at least 5 people is: PLN 18.70 per month.
The allowance is paid in advance by the 10th day of each month, except January, when the energy allowance is paid by 30 January of that year.
An application for an energy allowance can be obtained from the Housing and Energy Allowances Section of the Municipal Social Welfare Centre in Bolesławiec at 7 Cicha Street, Monday to Friday from 7:00 a.m. to 3:00 p.m., or from www.mops.boleslawiec.pl.
