We wrote about the case on our website in December 2016. Inspectors from the Lower Silesian Animal Protection Inspectorate intervened in a case involving a primary school teacher keeping a 10-year-old female beagle in a state of gross neglect and squalor.
During the intervention, the inspectors decided to remove the dog through administrative proceedings because its health and life were at risk. The dog was kept at a temperature of minus 7 degrees on wet rags, had no access to a kennel or adequate shelter from the wind, and had no water. It suffered from chronic inflammation of the conjunctiva, ears, bladder and skin.
The inspectors decided that the animal had to be taken away from its owners immediately, despite their lack of consent and the resistance they put up. The owner claimed that the conditions in which he kept the dog were appropriate. The man obstructed the actions of the authorized body and refused to hand over the animal.
Due to a justified suspicion that the crime of long-term abuse of a dog had been committed, the Lower Silesian Animal Protection Inspectorate notified the prosecutor's office, which filed an indictment against the teacher with the District Court in Lwówek Śląski.
A court-appointed expert commissioned by the prosecutor, specializing in animal science, veterinary medicine, animal welfare and environmental hygiene, stated in an opinion issued on the basis of the complete evidentiary material that the dog had been kept in a state of gross neglect and squalor. In the conclusion of the opinion, the court expert stated that the circumstances of the entire case clearly demonstrated the owner's evident neglect of the animal, which, in his assessment, rightly made it necessary to take the dog away from its owner.
The SOS Beagle Association took over the care of the female dog. It made every effort to help her forget as quickly as possible the nightmare of the many long years spent alone and in extremely harsh conditions.
