In January 2017, the Powiat Family Support Centre in Bolesławiec began implementing the project entitled “Family Support Centre in Bolesławiec County”, co-financed by European Union funds. The project prepared by PCPR was approved for implementation by the Lower Silesian Voivodeship Labour Office under the Regional Operational Programme of the Lower Silesian Voivodeship 2014–2020. The project’s main objective is to increase the number of people and families covered by social services by expanding the social services offer at PCPR in Bolesławiec.

The official opening of the Centre took place on 6 June 2017 at 2:00 p.m. at Al. Tysiąclecia 32d/2 in Bolesławiec. The project will be implemented over three years, from January 2017 to December 2019. Mr Witold Gałuszka – Head of the Inclusion Department at the Lower Silesian Voivodeship Labour Office, speaking at the opening of the Family Support Centre in Bolesławiec County, emphasised the exceptional nature of the project co-financed by European Union funds, under which the Centre was established, as well as the fact that Powiat Bolesławiecki – the Powiat Family Support Centre – is the first beneficiary in Lower Silesia to implement a project of this nature and scale, addressed to various target groups. During his speech, Mr Gałuszka said that DWUP finances a variety of ideas, including those involving the provision of social services, active integration and support for people at risk of social exclusion. Throughout his speech, Witold Gałuszka emphasised the importance of the project being implemented, including because of its comprehensive nature and the fact that it is one of the first projects in Poland addressed simultaneously to various target groups: families in crisis, people leaving foster care and people with disabilities. The Ministry of Development took note of the initiative undertaken by Powiat Bolesławiecki, and the project was submitted as a very good practice.

The project plans to include:

1. Establishment of a training flat (protected housing) of an emergency nature for people in crisis (for people experiencing domestic violence).

2. Establishment of a training flat (protected housing) with support services aimed at supporting young people becoming independent after family-based or institutional foster care (for adult young people leaving children’s homes or foster families).

3. Establishment of a consultation point providing specialist counselling, the so-called “Family Window” – a Family Support Centre, providing crisis intervention services, including:

  • psychological counselling and therapy,
  • psychiatric counselling and rehabilitation,
  • social skills training,
  • legal counselling,
  • addiction specialist services

4. Establishment of a free loan service for care and assistive equipment for people with disabilities, including:

  • wheelchairs for children and adults,
  • oxygen concentrators,
  • pneumatic anti-bedsore mattresses (tubular),
  • rehabilitation and orthopaedic beds with remote control and mattress,
  • bath lifts (transport and bathing),
  • walking frames,
  • crutches.

5. Provision of assistant services for people with disabilities.

The project’s beneficiaries are: people in crisis, including people experiencing domestic violence, young people leaving children’s homes or foster families, families with care and educational problems,
people with disabilities.
